The storm conditions over the Christmas period produced flooding problems for many local residents. The Parish Council is therefore gathering information about the nature and scale of events with a view to discussing problems and solutions with relevant authorities.
A questionnaire has been sent to residents known to have been affected so that details of the events can be compiled. If other residents would also like a copy of the questionnaire, please contact the Parish Clerk.
Flooding, of course, is not a new issue for Copythorne and sadly previous attempts to persuade the Environment Agency and others to take preventative measures have met with little success. Hampshire County Council now has a fundamental role of lead flood authority so hopefully this will produce beneficial results.
Parking at Bartley Junior School, Winsor Road
For some time, the Parish Council has been in discussion with Hampshire County Council and Bartley Junior School about the parking problems at dropping-off and pick-up times. While the issues are not unique to the school the Council has been concerned about the dangers to pupils and the need for safety improvements.
It is not possible to provide additional parking at or next to the school and, sadly, HCC has confirmed that it is not a priority for investment in terms of road safety or safe routes to schools as there are two parking areas available in close proximity. These two sites are at the Parish Hall and the Haywain, both of which can be used for short-term school parking.
Meanwhile, the Headteacher will continue to encourage parents to walk their children to school where possible and take due care in dropping off and collecting them from school.
Community Speedwatch Scheme
This scheme continues to run jointly with the parishes of Bramshaw and Minstead and aims to combat speeding on local village roads. Speedwatch relies on volunteers and is operated under the guidance of Hampshire Constabulary who provide the necessary training and reflective clothing. Annual Parish Meeting
The Annual Parish Meeting for Copythorne will be held on Wednesday 12 March 2014 at Copythorne Parish Hall (rear extension) at 7.30 pm and all residents are cordially invited.
This is the opportunity to hear about Parish Council activities during the past year and discuss local topics of interest.
Residents can also meet their County, District and Parish Council representatives. Light refreshments will be available before the meeting
Parish Council Finances
The Parish Council has recently approved its 2014/15 budget and confirmed that its precept will stay unchanged at £14,700. The likelihood is that Copythorne’s precept will remain the lowest in the New Forest district.

Western Country Watch
Hampshire Constabulary produce a weekly Country Watch bulletin containing details of local police activities and other general information. The bulletin can be accessed through the Parish Council’s website homepage.
The Parish Council discusses all planning applications at each of its meetings – on the 2nd and 4th Tuesdays of the month If you think you may be affected by an application, the Council would be pleased to hear your views to help form a response to the planning authority (either the New Forest National Park Authority or New Forest District Council).
Comments can be made to the Parish Council either by letter or in person in the public participation session at the start of each meeting.

The Council meets on the second and fourth Tuesdays of the month at 7 pm in the Copythorne Parish Hall (rear extension).
Members of the public are very welcome to attend the meetings and speak on any matter of concern at the start of the meeting.
