Bulletins and News

March 2014 Bulletin

In February’s Stanleys Own, details were given of the Parish Council’s initiative to gain a fuller understanding and appreciation of the flooding issues in the parish.

Copythorne and Netley Marsh Parish Councils are working together with Hampshire Country Council as the Lead Local Flood Authority and site inspections have already been carried out with their strategic flood planning team.

If you own land or a property that is situated next to a main river or ordinary watercourse you will almost certainly have riparian responsibilities for maintaining it.  These responsibilities extend to watercourses receiving highway run-off that are outside your boundaries.  Detailed information can be found on or please contact the Parish Clerk for details.

If you have been affected by flooding, even if only to your garden area, please contact the Parish Clerk for a questionnaire.

Annual Parish Meeting

A reminder that the Annual Parish Meeting for Copythorne will be held on Wednesday 12 March 2014 at 7.30 pm in Copythorne Parish Hall (rear extension).

There will be a report on Parish Council activities during the past year and also an update on the investigations into local flooding issues.  County, District and Parish Councillors will also be present and there will be an Open Forum for your questions and comments on local topics.

All residents are cordially invited and light refreshments will be available before the meeting.

Cycle safe on winter roads

Cyclists are urged to take extra care and make sure they are seen by other road users on the dark winter roads.  The Safer New Forest Partnership reminds cyclists to switch on their bike lights, even in later afternoon and always in bad weather.

Think about keeping safe on the road with this handy checklist:

(1)  Always wear a helmet and make sure that you and your bike can be seen in poor visibility or at night by wearing reflective clothing and make sure you have lights on your bike – white to the front, red to the rear

(2) Look after your bike, check your tyres regularly and if something feels wrong when you’re cycling, get it checked

(3) Make sure you always pay full attention when cycling, be aware of other road users.  It is illegal for adults to use footpaths for cycling

(4) Find out more about the New Forest’s cycle routes and road signage at

(5) Check the new cycling code for the New Forest, to be found on the New Forest National Park website at

Mobile library service

Further reductions in the mobile library service have been published by Hampshire County Council as part of their budget savings.  From 2015 it is proposed to remove two current library stops, those at Copythorne Parish Hall and James Farm Winsor.

Residents unable to get to libraries or who cannot use the mobile service can use the home lending service instead.  This service is advertised through libraries, meals on wheels deliveries and by carers etc but the Parish Clerk can provide more details if required.

Parish Council grants

The Parish Council has a modest budget to help local organisations with small projects.  The closing date for the next round of applications is 5 March, with requests being considered on 11 March 2014.

For further details of the scheme and an application form, please visit the Council’s website at or contact the Parish Clerk.

The Parish Council discusses all planning applications at each of its meetings – on the 2nd and 4th Tuesdays of the month   If you think you may be affected by an application, the Council would be pleased to hear your views to help form a response to the planning authority (either the New Forest National Park Authority or New Forest District Council).

Comments can be made to the Parish Council either by letter or in person in the public participation session at the start of each meeting.

Applications due to be considered at the next meeting can be found by clicking on Planning on the top menu on the Council’s website at
