Motorbikes at Cadnam
Hampshire County has recently published a draft Traffic Order for a permanent 50 mph speed limit on the dual carriageway between the Cadnam Interchange and the Cadnam roundabout. 

 

This follows the temporary speed limit introduced to counter the speed and noise issues caused by racing motorbikes.  Objections to the Order had to be submitted by 21 October and the outcome of the consultation is now awaited.

 

National Park Planning Enforcement
The National Park Authority is presently carrying out a review of its planning enforcement procedures.  The aim is to reduce the number of ‘live’ enforcement cases and ensure that staff resources are targeted at planning breaches causing the most harm to the environment and/or the amenities of local residents.


Planning enforcement is important in tackling breaches of the planning system, i.e. development that has been carried out without planning permission or not in accordance with approved plans.  The National Park Authority inherited a large number of enforcement cases from New Forest District Council and the Parish Council’s concern is that some outstanding cases will no longer be pursued through ‘convenience’ rather than on good planning grounds. 

 

The Parish Council will therefore be seeking an assurance that resources will be maintained at a level to sustain a proper and effective enforcement service.

 

The Parish Council Planning Role
The Parish Council discusses all planning applications affecting land and property in the parish.  The Council is only a consultee so it can’t make final decisions on the applications.  However, it passes comments to the planning authorities who take these comments into account when the applications are determined.


The planning authority for most of the parish is the New Forest National Park Authority.  For the area outside the National Park (the northern part of the parish at Ower and Wigley etc), applications are decided by New Forest District Council.


The Parish Council considers applications at both its mid-monthly planning meetings and at full Council meetings.  These are held on the second and fourth Tuesday of the month at 7 pm at Copythorne Parish Hall (rear extension).  Local residents are invited to attend the meetings and speak at the start of the meeting during the public participation period. 

 

Alternatively, comments on planning applications can be sent in advance to the Clerk to the Council.  A list of applications to be considered at the next meeting can be found on the parish council website (see Parish Council below).  Just click on Planning on the top menu.

 

New training courses for voluntary organisations
If you belong to a local charity, community group or voluntary organisation, you may be in need of some special training.  You could well find help from Community First New Forest who have launched a training programme for 2010/11.  Some examples of subjects on offer are Committee Skills, First Aid, Funding, MIDAS and Recruiting Volunteers. 


In most cases there will be a charge but if you become a member of Community First – membership is free – then courses are offered at a reduced rate.

Local Policing

 

The local Safer Neighbourhood Team covers the parish of Copythorne as well as Tatchbury, Bramshaw, Brook, Fritham and Minstead.  There were 60 reported crime incidents in September, which is a sizeable reduction in the number reported in August.  The following incidents occurred in and around Copythorne:


Assault: A man was assaulted following an argument at work between two work colleagues.  Another assault occurred at a local residential establishment.


Dwelling burglary:  Once again, no dwelling burglaries this month but the police ask everyone to remain vigilant and not to leave home without locking all doors and windows.


Non-dwelling burglaries: 700 litres of diesel were stolen from a tank at premises in Ower overnight on 13 September.  Two properties nearby to each other had sheds/garages broken into and tools and a lawnmower were stolen.  A local pub was also broken into on 28 September and cash and alcohol were stolen.


Criminal damage:  A caravan window was smashed at a campsite at Whitemoor Lane.  One man was arrested in connection with the incident and is being dealt with by the police.


Theft:  Two people had their mobile phones stolen from their bags while at a local theme park.  A lady had a handbag stolen from a taxi, a wallet was stolen from a man’s jacket while at a hotel and a purse was stolen from a member of staff at a local nursing home.


Beat surgeries:  Local beat surgeries continue to be held at various locations each month.  For details, please contact the Parish Clerk.


Parish Council

 

The Council meets on the second and fourth Tuesdays of the month at 7 pm in the Copythorne Parish Hall (rear extension). Members of the public are very welcome to attend the meetings and speak on any matter of concern during the first five minutes of the meeting.
