Changes for bin collection days
Domestic refuse and recycling collection rounds across the New Forest district will change on Monday 4 October. Alterations are being made to ensure the service to residents remains cost effective and efficient.
Almost half of properties will be given a new collection day for their refuse and recycling and nearly everybody will have their rubbish collected at a different time of day, even if the day itself remains the same. The reorganisation means the total number of rounds has been reduced, saving around £80,000 a year.
Recycling and rubbish will still be collected from the kerbside every week using the popular black and clear sacks. The collection day for other services, such as the Garden Waste Collection Service, will remain the same.
All residents should by now have received a letter from NFDC about the new arrangements.
Concessionary fares
At present, New Forest District Council administers the local concessionary fares scheme which provides free bus travel for the over-60s. From April 2011, administration will pass to Hampshire County Council who are consulting on the features of a new scheme. At the moment, district councils around the country offer different additional benefits to the national scheme, a situation that is likely to change next year. Government funding will also be a factor in deciding how the scheme will operate in the future.
Splitwind Pond
Many local residents will know that Copythorne Parish Council has routinely maintained the pond at the junction of Romsey Road and Newbridge Road for many years. Ownership of the pond has been an issue and the Parish Council has recently sought to claim adverse possession on the basis of its care and maintenance over a period of time.
However, while the Council can show a record of regular maintenance, the Land Registry has said it can only consider the ownership claim if the pond is fenced. The Council feels that enclosing the land would change its character and appearance and has decided not to pursue the ownership claim any further at this time.
Sign clutter
The National Park Authority is carrying out work with Hampshire Highways to reduce the number of unnecessary or poorly designed road signs within the National Park. Parish Councils have been asked to identity ‘sign clutter hotspots’ with a view to addressing obtrusive signage. If local residents have any suggestions for removing road sign clutter they are asked to contact the Clerk to the Parish Council.
Get set to vote in 2011
Next year, local residents will have the opportunity to take part in local elections (including Parish Council elections) and possibly a potential referendum on the voting system for the UK Parliament. Voters across the New Forest have been receiving their annual voter registration forms that will give each person a voice on the local issues that affect them at town, parish and district level.
It’s easy to register, with internet, phone and postal options. In addition, voting can be by post or at a polling station. Residents are asked to make sure that all eligible people are registered to vote. Forest Watch
Local residents are invited to a presentation about the new “Forest Watch” partnership which is aimed at addressing areas of concern about crime and disorder within rural communities, as well as helping to maintain the forest quality. Current priority areas include poaching, fly tipping, arson, nuisance vehicles and rural theft.
The presentation will be made by Sergeant Louise Hubble on Thursday 7 October at Lyndhurst Community Centre, High Street, Lyndhurst, starting at 7 pm.
Local Policing
The local Safer Neighbourhood Team covers the parish of Copythorne as well as Tatchbury, Bramshaw, Brook, Fritham and Minstead.
There were 88 reported crime incidents in August, including the following in Copythorne parish:
Non-dwelling burglaries: Entry was gained to an outside store of Paultons Cricket Club but nothing was stolen. A large quantity of cigarettes was stolen during a burglary at a store in Bartley. There was also an attempted burglary at a public house but no entry was gained.
Dwelling burglary: Once again, no dwelling burglaries this month.
Criminal damage: A woman was arrested and charged with criminal damage following an incident at a local establishment. In a separate incident, damage was caused to a car in Whitemoor Lane.
Theft: A man has been arrested and charged following the theft of a bicycle at Cadnam. There have been two thefts of handbags at a local theme park while the owners were on rides. Tack was stolen from a horse trailer in Winsor.
Local beat surgeries continue to be held at various locations each month.

Parish Council
The Council meets on the second and fourth Tuesdays of the month at 7 pm in the Copythorne Parish Hall (rear extension). Members of the public are very welcome to attend the meetings and speak on any matter of concern during the first five minutes of the meeting.
