318. PUBLIC PARTICIPATION

 

The applicants for planning application 08/93557 (Sidley, Southampton Road, Cadnam) asked if the Council could reconsider its opposition to the application. Agreed, application to be reconsidered at the 13 January meeting.

 

319. PLANNING MATTERS

 

(a) Current applications:

 

Members agreed to comment as follows on current applications:

 

08/93577 Nyewood House, Shepherds Road, Bartley (Rear conservatory). Support (3)

 

Tree works application:

 

08/0327 Bridge Cottage, Chinham Road, Bartley (Fell 1 ash; prune 2 ash). No objection

 

(b) Decisions etc:

 

Members noted recent decisions and a new appeal, as shown in appendix 1 in the minute book.

 

(c) NFDC applications:

 

NFDC had announced that, following the provision of IT equipment and projectors, the supply of hard copies of planning applications would cease from 1 January 2009.

 

(d) Camellia Lodge, Whinwhistle Road, East Wellow:

 

A letter from NFDC commented on conversion of a garage to ancillary accommodation and the use of the main property for bed and breakfast. No planning breaches were in evidence.

 

320. GEOGRAPHICAL INFORMATION PARTNERSHIP

 

Ringwood Town Council was promoting a partnership scheme allowing town and parish councils to have access to map based non-confidential information held by the District Council (each parish accessing its own information). Using a tax base calculation, Copythorne’s contribution would be £204 a year for two or three years. Councillor Moriarty and the Clerk had attended a presentation at Appletree Court on 8 December. Agreed, that the Council join the partnership on the proposed terms.

 

321. FREEDOM OF INFORMATION

 

Members received details of a model publication scheme which all parish councils were required to adopt by 1 January 2009 (appendix 2 in the minute book). Members agreed:

 

(1) That the scheme be formally adopted;

 

(2) That no charge be made for paper copies of routine information, but that the Council be consulted on requests for the supply of more detailed data.

 

322. PARISH FOOTPATHS

 

Further to discussion at the previous meeting, members were asked to identify paths in the parish requiring maintenance work. Agreed, that the item be included in the agenda for the 13 January meeting and that, in the meantime, members attempt to view local paths.

 

323. CODES OF CONDUCT

 

The Clerk reported on the consultation paper ‘Communities in control: Real people, real power – codes of conduct for local authority members and employees’. In particular, the document proposed that the members’ code should apply to a member’s conduct when acting in a non-official capacity. In addition, a model code of conduct was proposed for local government employees.

 

324. FINANCE MATTERS

 

(a) Current balances:

(c) Audit of accounts, 2007/08:

 

The Audit Commission had approved the Council’s 2007/08 accounts, with no recommendations for further action.

 

(d) Parish web site:

 

A letter from the Chairman of the Camera Club commented on the supply of photographs for the parish web site.

 

As few members of the Club lived locally, no Copythorne photographs were available. However, the Club Chairman was willing to take any required. On reflection, members agreed that the Council would try in the first instance to take its own photographs.

 

The letter also gave permission for the parish council to use the Club projection screen for planning purposes.

 

325. VILLAGE 30 SCHEMES

 

HCC were about to publish proposals for new 30 mph speed limits in Bartley and Cadnam on the lines of those previously discussed. The Clerk was pursuing the erection of temporary ‘New Speed Limit’ signs in Winsor Road bearing in mind that repeater signs were precluded because of the street lighting system.

 

326. FLOODING ISSUES

 

A letter from the Environment Agency accompanied a copy of the Halcrow report on winter flooding in Copythorne in 2000/01.

 

The letter also commented that:

 

- no flood alleviation schemes for Copythorne were currently scheduled within the capital programme

 

- the Environment Agency undertook regular debris clearance of watercourses in the parish, usually taking the form of quarterly visits

 

- in respect of the property recently flooded in Pollards Moor Road, the owner had been visited by Agency staff

 

Councillor Mansell reported that the ditch behind the property was again full.

 

Councillor Moriarty tabled a flood map from the recent Halcrow report featuring as part of the National Park Plan consultation. Agreed, that a copy of the original map be obtained.

 

327. MEMBERS’ REPORTS

 

Councillor Mansell:

 

Further break-in at BP garage

 

Councillor Good:

 

Signs missing and damaged at junction 1 of the M27. Agreed, report to highways.

 

Councillor Samways:

 

Signs at Golden Meadows, Romsey Road (Netley Marsh) still an issue. Clerk intended to pursue these again in the context of the item raised by Councillor James at the previous meeting but was awaiting a consultation response from Netley Marsh PC in the first instance.
