76. PUBLIC PARTICIPATION
A local resident referred to the uncut hedge south of the chapel in Winsor Road. The hedge had been causing a footway instruction since July despite approaches by the Surveyor to the landowner.
The resident also asked if additional traffic calming measures could be introduced along the narrow sections of Winsor Road. Agreed, further approaches to be made to the Surveyor concerning the above.
77. MINUTES
The minutes of the meetings held on 28 July, 11 & 25 August and 8 September 2009 were approved by the Council and signed by the Chairman.
78. MATTERS ARISING
Funding of SID sleeves:
HCC had advised that parishes were not allowed to acquire and operate SID machines independently. However, parishes could operate speed limit reminder signs (estimated cost £2625 plus VAT). Agreed, that adjoining parishes be invited to make a joint purchase of an SLR.

79. DISTRICT COUNCIL MATTERS
District Councillors reported as follows:
Councillor Forse:
Permission granted by NFDC for application 09/94008 (Office outbuilding, Scaffolding Yard, The Old Brickyard, Salisbury Road, Ower)
Motorbike nuisance still an issue at Cadnam roundabouts, albeit reduced of late. PC Faulkner to pursue.
Councillor Tipp:
Proposed changes to planning system as a result of new Local Framework.
New planning document aimed at increasing affordable housing provision.
New national body proposed to deal with large developments. New National Park document imminent on Dibden Bay.
80. CORRESPONDENCE
Local Policing:
PC Faulkner presented the August crime figures and gave an update on recent incidents. PC Faulkner and the PCSO were proposing to hold future beat surgeries at appropriate locations.
National Highways and Transport Survey:
Members considered an invitation from HCC to take part in a trial for this survey. Participation involved completion of a questionnaire on all aspects of highways and transport services in Hampshire. Agreed, Cllr Moriarty to complete the questionnaire.
Other correspondence:
Members noted the following:
- a letter from NFDC enquiring if parishes wished to introduce an allowances scheme under the Local Authorities (Members’ Allowances) Regulations 2003 (agreed, no scheme to be introduced for Copythorne)
- notice of a new Order to include “The Cut” (Whinwhistle Road/A36, Wellow) as a footpath within the Definitive Map (in the parish of Copythorne)
- letters of thanks from various organisations for Council grants
- an invitation for the Council to be represented at a memorial service for the Titanic survivor, the late Millvina Dean (Chairman to attend)
- other correspondence as shown in the list accompanying the agenda

Members reviewed the outstanding items list and agreed the following:
470 (Parish Plan): Cllr Milsom to enquire re possible volunteers
497 (Road drainage, Chinham Road/New Inn Road): Surveyor awaiting further heavy rain to assess situation
506 (Management Plan for Splitwind Pond): Enquiries to be made of Catherine Chatters (Wildlife Trust) re possible assistance with the Management Plan. Estimate to be obtained from Alex Catt for Autumn clean up (Conservation Area consent needed for any tree work?)

82. FINANCE MATTERS
War memorial inscription:
Rural assistance grants totalling £483.50 had now been received from Cllrs Forse, Puttock and Tipp for the additional war memorial inscription.

Payments:
Expenditure was approved (cheques 712 to 715), as shown in the schedule tabled at the meeting (appendix 1).
Parish Hall broadband:
Agreed, that the BT accounts for the new Parish Hall telephone line and broadband service be paid in future by direct debit.

A-board now removed from car park frontage to The Empress of Blandings.
Winsor Road hedge cutting still outstanding (see also minute 76).

New footway, Romsey Road - Surveyor claims steep gradients are acceptable but who is responsible in the event of accidents?
Reference to inadequate local Registrar facilities. Matter referred to Councillor Heron.
Councillor Moriarty:
Query re position on GIS system. Clerk has now returned the necessary agreements/documentation and is awaiting receipt of software.
Land adjacent to Copperfield, Pollards Moor Road. Site is included in current enforcement list as ‘Enforcement notice not complied with’. Clerk to obtain further details.
Tour of Forest with Consultative Panel. 1850’s drainage ditches have altered ecology of area and are being reinstated with the aid of European funds.
Ancient and veteran trees being recorded country-wide. Document on measuring trees to be circulated.
Councillor Mansell:
Long-standing water leak outside Cedar, Winsor Road (item referred from Neighbourhood Watch). Clerk to pursue with Surveyor.
Buses turning round in bell mouth of Old Romsey Road/Romsey Road rather than proceeding to roundabout. Clerk to pursue.

Caravan site, The Lodge, Southampton Road, Bartley:
A local resident had again referred to alleged breaches at this site. Agree, Clerk to pursue further with the Camping and Caravanning Club and the National Park Authority.
