21. DECLARATION OF INTERESTS

 

Members declared interests as follows:

23. MINUTES

 

The minutes of the meetings held on 26 May and 9 June 2009 were approved by the Council and signed by the Chairman.

 

24. MATTERS ARISING

 

Splitwind Pond:

 

The Clerk confirmed that works to the pond should qualify under the Landfill Communities Fund, being within ten miles of the Viridor landfill site at Squabb Wood.


Councillor Moriarty reported on Martin Reed’s inspection of the pond. Concerns included the presence of a non-native pygmy weed, the close proximity of an oak tree and de-oxygenation of the water to the detriment of newts. An approach to Catherine Chatters of Hampshire Wildlife Trust was suggested to obtain advice. Agreed, Clerk to make contact.


War memorial:

 

The Clerk had confirmed with Roy Farmers that only one firm was able to quote for the additional inscription (Roger Drury of Romsey - £380). Councillors Puttock and Tipp had offered to assist with the cost by way of a Rural Assistance Grant and Councillor Forse confirmed at the meeting that he could do likewise.


Affordable housing:

 

Gordon Richardson had recently left his post as Rural Housing Enabler for the New Forest. He had asked his successor John Lancaster to follow up on current issues.


Road drainage, Chinham Road/New Inn Road:

 

Cllr Moriarty reported on a further site meeting with Rob Millar. During the session, further jetting was carried out resulting in the loss of two jetting rods. In addition, flooding opposite Pundle Green would require scheme funding in 2010/11.


Parish logo:

 

Bartley School were proposing to use design of a parish logo as a homework project for year 6 pupils. It was agreed that there would be no design parameters other than that the final design should be suitable for incorporation into a letter heading.


Copythorne Common:

 

Councillor James had no further information concerning possible motorised activity on the Common. However, Councillor Samways reported that motorcyclists using the Common near Whitemoor Lane had been advised not to do so.

 

25. DISTRICT COUNCIL MATTERS

 

Councillor Tipp reported on the following:


- the Armed Forces Day ceremony on 22 June


- the removal of 6.5 full-time staff equivalent from the Development Control section at NFDC, with consequent financial savings


- organisational changes in Development Control, from east/west teams to teams for major/minor applications


- possible further changes to provide greater advice and assistance on planning applications prior to determination

(Councillor Mansell declared an interest in this application, took no part in the discussion and did not vote thereon)

09/94176 Greenacres, Old Lyndhurst Road, Cadnam (Single storey rear extension; conservatory; outbuilding): Support (3)

 

Decisions:

 

Members noted planning and appeal decisions, as shown in the list tabled at the meeting (appendix 1).

 

Lyndhurst Lodge:

 

The NFNPA advised that the two stables and mobile field shelter complied with the latest planning permission and were therefore not considered a breach. However, the Clerk was asked to pursue the matter of the stable block near the ménage.

 

Paultons Park:

 

The Clerk reported a letter from residents of Salisbury Road, Ower concerning possible planning breaches at Paultons Park. Agreed, letter to be circulated to all members for discussion at a future meeting.

 

27. APPOINTMENT OF CO-OPTED MEMBER

 

Members considered applications from three local residents (Simon Lucas, Ian Milsom and Liz Suter) to fill the current vacancy. Agreed, that Ian Milsom be appointed as a co-opted member to serve until May 2011.


(Councillor Moriarty declared a non-prejudicial interest in this item)

 

28. CORRESPONDENCE

 

Members noted the following correspondence:


- May crime figures from PC Bemand


- notice of a meeting of the New Forest Consultative Panel on 2 July 2009


- a report on the New Forest National Park Recreation Management Strategy Workshop on 2 June (to be put on circulation)


- details of new character appraisals prepared for the Forest Central (North) and Forest North East Conservation Areas (copies being obtained for all members)

 

- a report from Cllr Samways on the NFALC meeting on 18 June 2009


- a letter of thanks from retiring County Councillor Kathy Heron


- an invitation to attend the HCC Annual County Civic Service at Winchester Cathedral on Sunday 13 July 2009


- other correspondence, as shown in the list accompanying the agenda

 

29. MATTERS PENDING

 

Members reviewed the outstanding items list and noted the following:


468 (Parish web site): Clerk to meet representative of Rainforest Media (formerly Digital Wonderlab) on 24 June to discuss alternative site.


471 (Potholes near Newbridge cattle grid): Trials of repair materials still ongoing. In the meantime, edge repairs carried out along Furzley Road.


508 (Mobile broadband/Internet connection, Parish Hall): Telephone line and broadband service now ordered from BT, on terms as outlined by the Clerk to all members.


511 (Maintenance of footpaths): Rights of Way had confirmed completion of the following work:


new finger posts installed on paths 2, 7 and 18 on 25 March; brambles cleared from fp 3.


Cllr James referred to dilapidated field fence adjoining fp 5 (Vicarage Lane). Agreed, refer to Rights of Way.


Footnote: Drainage scheme for Shepherds Road/Pundle Green, 2010/11 to be added.

32. MEMBERS’ REPORTS

 

Councillor Samways:

 

Chairs and tables dumped alongside Whitemoor Lane. Clerk to ask NFDC to remove.


A-board at The Empress of Blandings, hedges at Pollards Moor Road and Winsor Road and overgrown grass at Cadnam roundabout still outstanding.


Councillor Mansell:

 

Matters arising from recent Neighbourhood Watch meeting:


- PC Bemand due to leave at end of July – no information about replacement


- information received on ‘No cold calling’ areas


- concern about lorries leaving J2 of the M27 for the A31 rather than J1


- Neighbourhood Watch receiving approaches on problems such as water main breakages and other neighbour concerns which are outside the scope of NW. Should be referred to Parish Council if necessary


- New Neighbourhood Watch being established for the Old Lyndhurst Road area
