393. RESIGNATION

 

The Chairman reported Councillor Good’s formal resignation from the Council. Notice of the vacancy had been posted that day (28 April).

396. MINUTES

 

The minutes of the meetings held on 24 March and 14 April 2009 were approved by the Council and signed by the Chairman.

 

397. MATTERS ARISING

 

Bartley drainage:

 

There still appeared to be disagreement over the extent of clearance work undertaken. However, it was agreed to await the next heavy rainfall to test the position.


101 telephone service:

 

David Atwill, NFDC, had confirmed that the service would receive publicity in New Forest Today.


Splitwind Pond:

 

The company undertaking the environmental survey of Splitwind Pond on behalf of the Highways Agency had confirmed the presence of all three native species of newt in the pond (smooth, palmate and great crested). The results of further follow-up surveys would be passed on to the Parish Council to aid production of the management plan.

 

Members also noted the availability of the Viridor Landfill Communities Fund which might offer grant-aid for pond works.


Councillor Moriarty also referred to a further approach concerning an environmental survey of the pond; Councillor James would be the contact for this.

 

398. DISTRICT COUNCIL MATTERS

 

Councillor Tipp referred to the following:


- the planning application for the Old Bartley Nursery, Southampton Road, Bartley (to be discussed at the Planning meeting on 12 May 2009)


- a further possible site for affordable housing in the parish (the Rural Housing Enabler would present details to the Planning meeting on 12 May 2009 – Councillor Tipp to be invited)

 

Councillor Puttock reported on the following:


- a request from the White Hart for the recycling bins to be removed – NFDC to approach the Parish Hall to provide replacement facilities?


- an approach from Hampshire Air Ambulance for sites to provide clothes recycling facilities (The Empress of Blandings was a possibility).


Members also commented that the recycling bins at The Empress of Blandings were not well advertised. Agreed, article to be included in the next Stanleys Own bulletin.

 

399. THE NATIONAL PARK AUTHORITY

 

Bob Morris, the parish representative for Copythorne, attended the meeting for this item.


Mr Morris outlined the process for progressing the Draft Park Plan and referred to the topics receiving the most comments:


- recreational horse keeping
- dog walking (part of the Recreation Management Plan, to be progressed at a later date)
- road pricing and toll booths (subjects misunderstood and not actually proposed in the Plan)


Meetings with parish and town councils were now taking place and it was hoped that the final Plan would be adopted in October.


On planning, Mr Morris stressed the need for parish comments to show clear justification and reason. Detailed written responses were desirable if the application was referred to Committee and the parish council could not attend the meeting.


The following matters were dealt with in a question and answer session:


M27 road noise and excess traffic speeds, Cadnam:

 

Not within the NPA’s jurisdiction but the Authority was unlikely to oppose any proposals designed to make the Park more tranquil.


Concern about the NPA’s support for maintaining the ‘status quo’:

 

The Authority’s duty to foster local communities would hopefully be reflected in the Park Plan; however, the NPA did not wish to interfere with the role of other bodies in terms of community wellbeing, economic issues and tourism etc.


The scale of anti-National Park views:

 

Now that the NPA had been established, the best approach was to try and make the new arrangements work. However, there was a need for better liaison with other relevant authorities and outside bodies.


Planning - concern about staff turnover:

 

Staff changes not considered to be too high but Mr Morris would ascertain actual figures.


The Chairman enquired about future attendance at Copythorne PC meetings.

 

Mr Morris felt that there was no need to attend on a regular basis but was willing to attend for specific issues. He would prefer not to attend for planning applications on the basis that he needed to retain an open mind on proposals coming before the Authority.

 

400. PLANNING MATTERS

 

Application 09/93853 (Padmouth, Southampton Road, Cadnam):

 

Members were asked to review their previous response (Support (3)) in the light of further information from the planning authority. The latter felt that the application could not be treated as ‘exceptional’ under policy NF-H3 because the circumstances had not arisen during occupation (the property had only been purchased in January 2009) and it appeared that much of the proposed development could be provided within the existing floor space of the property. Agreed, that the Council’s response be amended to Object (4)).


(Councillor Samways declared an interest in this application, took no part in the discussion and did not vote. Councillor James declared a non-prejudicial interest)

Application 08/93676 (Studio Cottage, Winsor Road, Winsor):

 

The Council had opposed this application because of inaccurate plans. The NFNPA had undertaken to obtain amended drawings and on this basis, after consultation with the Chairman, it had been agreed not to pursue the objection.

 

Land at Winsor Road, Winsor:

 

Following a request from a local resident, the Clerk had referred to Enforcement a possible planning infringement in Winsor Road.

 

401. STANDING ORDERS

 

Standing Order (ii) was invoked to allow the meeting to deal with the business in hand.

 

402. CORRESPONDENCE

 

The following correspondence was reported:


- March crime figures from PC Bemand


- a note from NFALC concerning proposed area representation on the Executive Council of the Association (two members from each Group, plus a clerk from a parish with over 4000 population and a clerk from a parish with fewer than 4000)


- an invitation for parishes to join a Recreation Working Group on Tuesday 2 June 2009 at Lyndhurst Community Centre to discuss the National Park Recreation Management Strategy (Councillor James to attend?)


- an invitation from NFDC for a representative to attend a Celebration of Armed Forces Day on Monday 22 June 2009 at Appletree Court, Lyndhurst (Chairman to attend)


- details of a meeting on Monday 18 May 2009 at Lyndhurst to provide an update on the proposed GIS Partnership (Councillor Moriarty to attend in substitution for the Clerk)


- a letter from HCC concerning the possibility of including the track between the A36 and Whinwhistle Road in the Definitive Map (Clerk to confirm its regular use by the public for at least 30 years)


- other correspondence as shown in the list circulated with the agenda

 

403. MATTERS PENDING

 

Members reviewed the outstanding items list and agreed the following:


471 (Potholes near Newbridge cattle grid): Clerk to check progress with Surveyor


505 (Mobile broadband service): Combine with 508 (Internet connection, Parish Hall)


511 (Maintenance of footpaths): No response as yet from Rights of Way. Clerk has now inspected footpath 10 and found poor ground conditions at northern end. Agreed, refer to Rights of Way.

404. PARISH HALL FACILITIES

 

The Clerk had met with Owen Mills and an electrician to discuss installation of a motorised projection screen and wiring for an internet connection in the rear extension. Members agreed the following expenditure:

Council insurances:

 

Allianz had invited renewal of the Council’s insurance policy in the sum of £407.96. A revised quotation was awaited to cover additional items, namely a Toshiba laptop and Epson projector. Agreed, await revised quotation and also obtain an alternative quote.
