40. DECLARATION OF INTERESTS

 

Councillor I Mansell declared an interest in planning application 09/94249 (Land to the rear of Uncle Tom’s Cabin, Romsey Road, Cadnam)

42. MINUTES

 

The minutes of the meetings held on 23 June and 14 July 2009 were approved by the Council and signed by the Chairman.

 

43. MATTERS ARISING

 

Bartley drainage:

44. COUNTY COUNCIL MATTERS

 

Councillor K Mans reported on a recent tour of the Division with the local Surveyor to discuss highway issues. Cllr Mans was asked to lend support for the proposed improvements to the Haywain junction.


Cllr Mans was also asked to pursue with the Environment Agency the matter of flood relief measures for Bartley and Cadnam (Clerk to supply background details).

 

Councillor E Heron hoped to attend as many meetings as possible but referred to competing parish council meetings elsewhere.

 

45. DISTRICT COUNCIL MATTERS

 

Councillors Tipp and Forse had now requested payment of their Rural Assistance Grants for the additional inscription on the war memorial.

 

46. PLANNING MATTERS

09/04249 Land to the rear of Uncle Toms Cabin, Romsey Road, Cadnam (Outline application for detached house (removal of mobile home) – principle and access, layout and scale to be considered. (5)


(Councillor Mansell declared an interest in this application, took no part in the discussion and did not vote thereon)

Paultons Park planning applications:

 

The Clerk confirmed arrangements for meetings/site visits in respect of the current Paultons Park planning applications. Member attendance was confirmed in some cases and, in others, members were asked to confirm availability as soon as possible:

Decisions:

 

Members noted planning and appeal decisions, as shown in the list tabled at the meeting (appendix 1).

 

Application 09/93853 (Padmouth, Southampton Road, Cadnam):

 

An appeal had been lodged against refusal for a single storey extension. Agreed, that the Council re-state its objection to the application.


(Councillors Samways and Stenson declared an interest in this application, took no part in the discussion and did not vote thereon)

 

47. CORRESPONDENCE

 

Local policing:

 

PC Bemand was attending his last meeting and presented crime figures for Copythorne for June and July. Members thanked him for his past services to the parish. His replacement, PC Dee Faulkner, hoped to attend the next meeting.


Funding of SID sleeves:

 

A note from the NFDC Transportation Section enquired if the Parish Council was willing in principle to contribute to the installation of SID sleeves (where there was no suitable street lighting column) and to fund future SID and SLR deployments.

 

In the case of the Southampton Road SID (near the Coach and Horses), there was no intention to continue deployments as the road had a low personal injury accident record and was therefore deemed low priority. Road safety measures for the Haywain junction were being pursued separately.


It was agreed to request retention of the Southampton Road SID deployments until safety improvements at the Haywain junction were in place. Members were unwilling to consider funding future deployments but agreed instead to approach neighbouring parishes with a view to jointly purchasing and deploying SID equipment.


NFALC Constitution:

 

Members received proposed amendments to the NFALC constitution, to be discussed at a special meeting on 17 September 2009. Agreed, support.


Other correspondence:

 

Members noted other correspondence, as shown in the list accompanying the agenda.

 

48. STANDING ORDERS

 

Standing Order 4(ii) was invoked to allow the meeting to deal with the business in hand.

 

49. SPLITWIND POND

 

A letter from the Hampshire & Isle of Wight Wildlife Trust provided information on identifying New Zealand Pygmyweed (Crassula helmsii). At present, the Trust was unable to recommend a method of controlling the weed but intended to organise some trials in due course within the New Forest. Cllr James agreed to discuss the matter with Val Pollard at Natural England.

 

50. AFFORDABLE HOUSING

 

A note from John Lancaster (Community Action Hampshire) provided details of current need in Copythorne for rural housing. There were presently 33 applicants with a local connection on the housing register (19 1-bed, 11 2-bed and 3 3-bed). It was agreed to ask for more detailed information on the current applicants and to discuss the position further at the Planning meeting on 8 September 2009.

 

51. MATTERS PENDING

 

Members reviewed the outstanding items list and noted the following:


468 (Parish web site): Clerk’s meeting with TLC postponed because of illness of company representatives. Meeting to be re-arranged.


471 (Potholes near Newbridge cattle grid): Cllr Stenson to report further at the next meeting.


497 (Road drainage, Chinham Road/New Inn Road): Broken drainage rods now removed but drains still not working adequately in recent heavy rain. Agreed, report to Surveyor.


504 (Sewer blockages, Old Romsey Road, Cadnam): Cllr Lady Kara Hawks to ascertain current position.


508 (Mobile broadband/Internet connection, Parish Hall): Telephone line and broadband connection now installed and working. Wireless hub to be installed as soon as possible. Council can then consider extending wireless internet to local hall users, with suitable password.

 

52. FINANCE MATTERS

Expenditure was approved (cheques 697 to 707), as shown in the schedule tabled at the meeting (appendix 2).

 

53. MEMBERS’ REPORTS

 

Councillor Moriarty:

 

As previously reported, the New Forest Consultative Panel were carrying out a further survey of rural services in the National Park, to update the information obtained in 2004. Clerk to complete separate forms for Bartley, Cadnam, Copythorne, Ower and Winsor.

 

Councillor Mansell:

 

Romsey Road nameplate at Cadnam roundabout in poor condition (plus Old Romsey Road sign at junction with Romsey Road). Clerk to pursue

 

Councillor James:

 

Barn off Kewlake Lane appears to be in residential use. Refer to Enforcement.


Farm shop newly opened in Romsey Road. Clerk to enquire about planning position.

 

Councillor Samways:

 

Hedge in Winsor Road near the Old Post Office still not cut and A-board still present at The Empress of Blandings.

Road edges require attention in Barrow Hill Road between The Compass and Hartley Farm. Refer to Surveyor.
