348. PLANNING MATTERS
Tree works application:
Members agreed to comment as shown on the following application:
09/0026 Moulands Farm, Winsor Lane, Winsor (Felling/pruning of willow, ash, silver birch and oak). No objection, albeit affected trees are not shown on the plan
Decisions etc:
Members noted recent planning and appeal decisions, as shown in appendix 1 in the minute book.
Cellars:
The PC had enquired whether the cellar proposed at Manor Farm, Winsor Lane (08/93639) was part of habitable floor space. NFPFA advised that each application was treated on its merits and was decided on the basis of size, method of lighting, standing head height etc. In the case of Manor Farm the basement would only be accessed via a hatch without any natural light source. Stringent conditions had been attached to preserve the position.
349. PARISH HALL EQUIPMENT
Internet connection:
The Clerk supplied details of BT broadband and router facilities at the Parish Hall. A new telephone line was needed as the existing line served only a payphone. Costs were relatively high and the Clerk agreed to research other providers. Cllr Good would also trial mobile broadband facilities at the next Planning meeting.
Planning display equipment:
Members considered the possible purchase of a projection screen for the viewing of planning applications. The preferred option would be a fixed screen which could hopefully be funded from this year’s Rural Assistance Grant allocations. Depending on cost, a motorised screen could be considered. Members agreed the purchase in principle and authorised the Chairman and Clerk to liaise on a suitable product.
350. COPYTHORNE CE INFANT SCHOOL
Further consideration was given to the proposal for federating the Copythorne CE Infant School with Netley March CE and Lyndhurst St Michael and All Angels schools. Members agreed to raise no objection to the proposal.
351. FINANCE MATTERS
Stanleys Own Magazine:
The Council’s fee as a contributor to the Stanleys Own magazine was now due for 2009. Agreed, that the fee of £100 be paid.

352. MEMBERS’ REPORTS
Councillor Good:
NFDC had still not made the necessary changes to facilitate redesign of the parish website. Cllr Good suggested that an alternative host could be found for a modest fee after which an open source facility could be used. It was agreed to review the position at the next Planning meeting.
Councillor Samways:
Redundant sign referring to lack of road markings still displayed outside the Empress of Blandings. Clerk to pursue removal.
No action taken to date regarding filled ditch outside Bolnore, Newbridge. Clerk to pursue.
