98. DECLARATION OF INTERESTS


Councillor G James declared an interest in planning application 09/94497 (Land at Kents Farm, Winsor Road, Winsor)

Local residents spoke on planning application 09/94497 (Land at Kents Farm, Winsor Road, Winsor)


100. NEW FOREST DISABILITY INFORMATION SERVICE


Jacki Keable, Chief Executive of the New Forest Disability Information Service, gave a presentation on the services provided by her organisation in the context of an application for grant aid.


101. PLANNING MATTERS

Members agreed to comment as shown on the following applications:


09/94497 Land of Kents Farm, Winsor Road, Winsor (Dwelling). Object (4) unless the agricultural tests can be satisfied
(Councillor James declared an interest in this application and left the room)


09/94572 New Forest Care, Chinham Road, Bartley (Polytunnel). (5)


09/94583 Copythorne Lodge, Romsey Road (Two storey outbuilding). Object (4)


Land adjacent to Copperfield, Pollards Moor Road:

 

The NFNPA were of the opinion that the enforcement notice had not been complied with as all the imported material had not been removed. The Environment Agency were carrying out tests to ascertain the position and further enforcement action would be taken if necessary.


NFNPA planning staff:

 

A staff list for the Strategy and Planning Directorate of the NFNPA was tabled as requested.


NFDC planning training:

 

Members received details of parish councillor training on the new Core Strategy document on 17 and 23 November 2009.


102. NEW FOREST NATIONAL PARK MANAGEMENT PLAN


Members discussed the revised draft of the New Forest National Park Management Plan currently published for consultation. No specific issues were raised but members observed that the Plan had now been significantly ‘watered down’ compared to the original version.

 

103. FINANCE MATTERS

Grant application:

 

Agreed that, following the presentation received under minute 100 above, the Council make a grant of £50 to the New Forest Disability Information Service.


104. SPLITWIND POND


A letter from Catherine Chatters of the Hampshire & Isle of Wight Wildlife Trust advised that help with the Splitwind Pond Management Plan might be available from Pond Conservation of Headington, Oxford. In the meantime, Cllr James agreed to carry out some routine maintenance work.


105. NEW FOREST NON-NATIVE PLANTS PROJECT


A letter from Catherine Chatters of the Hampshire & Isle of Wight Wildlife Trust referred to project work aimed at eradicating Himalayan balsam from the banks of the Cadnam River. Mrs Chatters wished to attend a future Parish Council meeting to give a brief talk on the project. Agreed, that Mrs Chatters be invited to a suitable meeting.


106. STANDING ORDERS


Standing Order 4(ii) was invoked to allow the meeting to deal with the business in hand.


107. CONFIDENTIAL BUSINESS


Agreed, that the press and public be excluded for the following item on the grounds that, by reason of the confidential nature of the business, publicity would be prejudicial to the public interest.

 

108. AFFORDABLE HOUSING


The purpose of this item was to facilitate a general discussion on the subject of affordable housing and to determine the Council’s future approach. Current needs figures for Copythorne and local connection bands were circulated. Members felt that more detailed information was needed on housing needs cases and on the process for allocation of housing units. It was agreed to invite John Lancaster of Community Action Hampshire to a future meeting, together with a representative of the NFDC Housing Department.
