407. CONFIDENTIAL BUSINESS
It was agreed to exclude the press and public for the following item on the grounds that, by reason of the confidential nature of the business, publicity would be prejudicial to the public interest.
408. AFFORDABLE HOUSING
Gordon Richardson, Rural Housing Enabler, attended the meeting and presented details of a possible site for additional affordable housing in the parish.
Members discussed the general principle of social housing and, in particular, queried the need for extra provision. There were also doubts about whether the ‘local connection’ rules were strictly applied in all cases. On the particular site tabled at the meeting, members expressed concern about possible flood risks.
It was agreed that, in the first instance, the Council would have further discussions on the general subject of social housing in the parish. Depending on the outcome, members would then reconsider the latest suggested site and discuss whether any other possible sites existed.

Land adjacent to Copperfield, Pollards Moor Road:
Members noted a letter sent by Dr Julian Lewis MP to the NFNPA concerning ongoing enforcement issues, together with a reply from Steve Avery, Head of Development Control. The latter acknowledged the concerns of local residents about the ongoing situation and confirmed that a concerted effort was being made to conclude matters. Specifically, the landowner was due to appear in Lyndhurst Magistrates Court on 28 May. The NFNPA also had powers to carry out reinstatement works as a last resort.
Field shelter, A36:
NFDC had confirmed that the field shelter on land off Salisbury Road, East Wellow had now been relocated.
Proposed Lidl distribution centre, Ower:
Lidl had recently held an exhibition to display proposals for a distribution centre at Wade Park Farm, Ower (in Netley Marsh parish). A planning application was likely to be submitted shortly.
411. NEW FOREST NATIONAL PARK PLAN
Councillors James and Moriarty reported on the meeting for parishes in the North East area held at Bramshaw on 5 May. Particular topics discussed included recreational horse riding, zoning proposals, social housing and parish plans. A revised draft Plan was expected at the end of the summer.
Members agreed it would be appropriate to take up the NFNPA’s offer to attend a parish council meeting in June or July to provide an update on the Plan. A public meeting might be appropriate, arrangements for which would be discussed at the next Council meeting.
412. STANDING ORDERS
Standing Order 4 (ii) was invoked to allow the meeting to deal with the business in hand.
413. BUDGET MANAGEMENT
Members received the end-of-year accounts for 2008/09 to determine, in particular, whether any unused budgets should be carried forward. As a result, it was agreed to make the following alterations to the 2009/10 budget:

Provision of projection screen Include budget of £500

Bank interest Reduce from £100 to £25
414. PARISH COUNCIL VACANCY
The period during which electors could request an election to fill the current vacancy would expire on 19 May. In the event that no election was called, the following timetable was agreed for co-option:

415. WINSOR NEIGHBOURHOOD WATCH
The Council had received a request from Winsor Neighbourhood Watch to appoint a representative to attend future meetings of their organisation. Alternatively, the Council could nominate a member to provide liaison/contact facilities.
The Clerk was asked to clarify whether the request related to the entire organisation or just to one of the three separate Watch groups in Winsor. Subject to this, an appointment could be considered at the AGM on 26 May.
416. LAND AT CADNAM LANE
Councillor Stenson referred to residential occupation of land in Cadnam Lane constituting a possible planning breach. Agreed, refer to Enforcement.

Councillor Moriarty reported that footpath was obstructed by a field fence. Agreed, refer to Rights of Way.
