Minutes of the Planning Meeting 14 July 2009 held at Copythorne Parish Hall (7:00pm - 8:23pm)

33. WELCOME TO NEW CO-OPTED MEMBER

 

On behalf of the Council, the Chairman welcomed Councillor Ian Milsom to his first meeting.

 

34. PLANNING MATTERS

 

Current application:

 

Members agreed to comment as shown on the following application:

 

09/94197 Triangle Sprays, Southampton Road, Cadnam (1 non-illuminated wall mounted fascia sign). Support (3)

 

Decisions etc:

 

Members noted details of planning and appeal decisions, as shown in the list tabled at the meeting (appendix 1).

 

Paultons Park, Ower:

 

Members discussed a letter from residents of Salisbury Road, Ower concerning possible planning breaches at Paultons Park, Ower. In particular, the letter referred to the development of Paultons as a “theme park” rather than a “country park”, associated noise and disturbance and the absence of planning permission for certain rides recently added to the site.

 

In this context it was noted that the current National Park enforcement schedule showed that a retrospective planning application had been invited. It was agreed to ask the residents if members could visit their home to view the Park from their perspective.


The Clerk also reported a letter from the Managing Director of Paultons Park outlining the planning position and confirming the intention to submit relevant applications. These would include proposals for a further building for indoor activity. The letter also invited members to a meeting at the Park for a presentation and a short tour. It was agreed to suggest the evening of Wednesday 5 August for the visit.

 

Salisbury Road, Ower:

 

Members noted the concern of residents at Salisbury Road, Ower concerning the height of a garage being erected at a neighbouring property. The matter had been referred to NFDC Enforcement.

 

Other matters:

 

Members received a letter from a resident of Old Lyndhurst Road, Cadnam on a number of issues. Responses were agreed as shown:


Affordable housing – request for information on site discussed at 12 May meeting:

 

Identification would require the consent of the Rural Housing Adviser. However, the Council can confirm that there is no active proposal for the site which, in any event, is not in the vicinity of Old Lyndhurst Road.


Sistrans, Old Lyndhurst Road – alleged car sales:

 

The current enforcement schedule shows “site being monitored”. However, Clerk to check position with NFNPA.
Lidl development – Parish Council position: Council has not reached a definitive view in the absence of a formal planning application.


35. LOCAL POLICING

 

PC Bemand had advised that he was due to be replaced by PC 133 Dee Faulkner whom he hoped to bring to the next meeting. His date of departure had yet to be confirmed. Agreed, that a letter be prepared for presentation at the next meeting, thanking PC Bemand for his services to the parish.

 

36. FINANCE MATTERS

 

Payment of grants:

 

The Clerk tabled a list of grants included in the 2009/10 budget totalling £1200. Agreed, grants to be paid at the next Council meeting.

 

Grant application:

 

Consideration was given to a letter from the New Forest Disability Information Service seeking grant aid. Agreed, that the organisation be invited to make a presentation on their work.

 

37. CODE OF CONDUCT

 

The NFDC Standards Committee had supplied, for members’ guidance, copies of a credit card size guide on the declaration of interests.

 

38. MEMBERS’ REPORTS

 

Councillor Stenson:

 

Tree felling taking place at the rear of Scammels Farm. Agreed, refer to NFNPA.


Newbridge sign missing near cattle grid in Furzley Road. To be referred to Surveyor.


Councillor Samways:

 

Removal of A-board and car park sign at the Empress of Blandings, plus hedge cutting in Pollards Moor Road and Winsor Road still outstanding.


A local resident had complained about a section of the new footway at the entrance to the Courtesy Garage in Romsey Road. The section was steep at one point and could prove slippery in adverse weather conditions. Agreed, refer to Surveyor.


Councillor Moriarty:

 

Issues raised at a recent meeting of the New Forest Consultative Panel:


- a consultation document on the Public Forest Estate


- a talk from Brian Wilson on ancient trees in the New Forest


- the appointment of a Climate Change Officer at the NFNPA (new appointment)


- electricity consumption in the New Forest equivalent to 3 times the national per capita usage


- Natural England is the official agency for dealing with ragwort, albeit crop much smaller this year


- the Panel’s annual Forest visit taking place in early September


- a proposed re-run of the parish survey of local shops, pubs etc


Councillor Lady Kara Hawks:

 

A response from the Parish Hall Management Committee still awaited regarding discarded cigarette ends at the Parish Hall entrance. Cllr Mansell advised that the Committee had discussed the issue but not yet agreed any action

 

39. IT MATTERS

 

The Clerk reported that the new telephone line had been installed in the Hall extension but there were problems as a result of BT duplicating the order. This would delay the broadband service.


The Clerk had also had discussions with RM Ltd about a new website but their charges were higher than expected. He was therefore due to meet an alternative company, TLC.
