An apology for absence was received from Cllr Milsom

 

69. NEW FOREST DISABILITY INFORMATION SERVICE

 

The proposed presentation had been deferred to the Planning meeting on 13 October 2009.

 

70. PLANNING MATTERS

 

Current applications:

 

Members agreed to comment as shown on the following applications:

 

09/94335 Willow House, Southampton Road, Bartley (Two-storey rear extension; front dormer window. Support (3), subject to compliance with the 30% rule

 

09/94409 Windle Works, Southampton Road, Cadnam (Continued use of premises as office and warehouse (Use class B1/B8)). Support (3)

 

09/94301 Fourjays Farm, Shelley Lane, Ower (Agricultural barn (agricultural prior notification application)). Noted (the planning authority has advised that prior approval is not required).

 

Decisions etc:

 

Members noted planning decisions and applications referred to Committee, as shown in the list accompanying the agenda (appendix 1).

 

71. MCDONALDS RESTAURANT, WEST WELLOW SERVICE STATION, OWER

 

Members noted an application for a premises licence for these premises, to allow the provision of hot food and drink between 23.00 hours and 05.00 hours.

 

72. HALC AGM, 10 OCTOBER 2009

 

The Council was not able to be represented at this meeting.

 

73. FINANCE MATTERS

74. HIGHWAY MATTERS

 

An e-mail from the Surveyor commented on outstanding parish highway issues. In respect of the complaint about the steep gradients on parts of the new footway in Romsey Road, these had been inspected and found to be acceptable.

 

The following matters were also raised:


- how far would the proposed noise barriers on the M27 extend and what was the timetable?


- motorbikes using the road between the M27, Cadnam roundabout and Romsey Road as a race track/drag strip. Councillor Forse is pursuing the matter.

 

75. MEMBERS’ REPORTS

 

Councillor Stenson:

 

Problem of noise from weekend campers and visitors at the end of Cadnam Lane.

 

Councillor Moriarty:

 

Arising from the recent National Park Consultative Panel meeting, Catherine Chatters (Hampshire Wildlife Trust invasive plant expert, based at Testwood Lakes), was happy to assist landowners in controlling invasive plants, e.g. New Zealand Pygmy Weed similar to that identified at Splitwind Pond.

 

Cllr Moriarty had raised the question of the Splitwind infestation, but the only feedback from those present was to dig out the soil and dispose of it sensitively.

 

Councillor Lady Kara Hawks:

 

Unable to attend the Remembrance Day service on 8 November – Councillor Stenson to deputise.
