20. MINUTES

The minutes of the meetings held on 25 May and 8 June 2010 were approved by the Council and signed by the Chairman.

 

21. MATTERS ARISING

 

Motorbikes at Cadnam roundabouts: The Chairmen referred to a letter being delivered to Cadnam residents concerning a public meeting to discuss the ongoing motorbikes issue. The meeting was scheduled for Friday 16 July at Copythorne Parish Hall (7 pm) and would be attended by the Police and Hampshire Highways.

 

The letter also referred to the attendance of Copythorne Parish Council but there had been no previous contact with the Council regarding the meeting. The Clerk agreed to make further enquiries.

 

22. COUNTY COUNCIL MATTERS

 

Councillor Heron referred to unsuccessful attempts to obtain an update on the proposed acoustic barriers for the M27. He suggested that the Parish Council pursue the matter with the Member of Parliament.

 

Councillor Mans made further reference to the savings that local government would need to make because of the economic climate. This might impact on services such as free bus passes. In this context, HCC would welcome public views on service priorities.

 

As to the proposed meeting concerning motorbike problems, Councillor Mans agreed to ask Councillor Kendal if he would chair the session.

 

23. DISTRICT COUNCIL MATTERS

 

Councillor Puttock reported that free swimming would be a casualty of the proposed expenditure cuts. He also referred to the outstanding matter of a 30 mph speed limit for Southampton Road. Further enquiries were being made as to the timetable for this initiative.

 

24. CORRESPONDENCE

 

Members noted the following:

 

- the May crime summary for Copythorne
- other correspondence as shown in the list accompanying the agenda

 

25. MATTERS PENDING

 

Members reviewed the outstanding items list and noted the following:

 

511 (Maintenance of footpaths):
- members to walk local paths during the summer months and report back on any maintenance issues


- Clerk to pursue missing footpath sign at the Newbridge Road end of fp501

 

518 (Matters from APM), 10/3/10:

- acoustic barriers, M27 – to be raised with local MP
- Winsor Road speed enforcement – speed gun to be used shortly

 

519 (Bartley crossroads): Clerk to pursue the results of the six months review of the road lining changes

 

26. FINANCE MATTERS

 

Audit of 2009/10 accounts: Members received a letter from John Murray following internal audit of the 2009/10 accounts. The accounts were in order and there were no financial matters to raise.

 

However, the letter referred to the following issues for action as necessary:

 

- the 2010 edition of the Governance and Accountability in Local Councils in England and Wales (Clerk already has a copy)

 

- the requirement for a contract of employment for the Clerk/Responsible Financial Officer (already in place)

 

- the new model set of Standing Orders (Council has already agreed to review its Standing Orders and Financial Regulations)

 

- risk assessment – this should be carried out annually (agreed, this will be an annual process)

 

- effectiveness of internal audit – requirement of the Audit Commission for councils to carry out the review identified in the 2010 edition of Governance and Accountability (agreed, to be included in the Council’s future financial arrangements).

27. MEMBERS’ REPORTS

 

Councillor Mrs Mansell: Uncut grass on the central reservation of the dual carriageway between the Cadnam roundabouts.

 

Councillor Samways: A-board opposite The Compass still not removed. The Surveyor to be reminded of the consequences for the highway authority in the event of an accident.


A resident had also consulted Councillor Samways regarding proposed replacement conservatory windows. The resident had approached the NPA who apparently had been unable to advise on the need or otherwise for planning permission and had suggested an approach to the parish council.

 

Councillor Lady Kara Hawks: A white plastic chair had been dumped on the highway verge in Romsey Road near the junction with the A36. Clerk to arrange removal.

10/95295 Alberta, Southampton Road, Cadnam (Two storey rear extension; rooflights to facilitate first floor living space; alterations to porch; replacement outbuilding). Object (4)

 

10/95313 The Coach House, Bartley House, Brockishill Road, Bartley (Application for
Certificate of Lawful Development for existing use of building as a dwelling). (5)

 

Decisions etc: Members noted recent planning decisions, as shown in the list tabled at the meeting (appendix 2 in the minute book).

 

Enforcement, Winsor Lane:

 

The NPA advised that the enforcement issue concerning MF, Winsor Lane appeared to be in order. However, roof height measurements would be checked to confirm the position.
