172. PUBLIC PARTICIPATION
Mr Mancey, of Paultons Park Ower, thanked the Council for their support concerning the recent planning application for retention of the Edge ride. He also referred to a proposal to provide additional facilities and rides for young children during the 2010 season. The NFNPA had advised that these new attractions would constitute permitted development and members asked Mr Mancey to confirm this in writing.
173. MINUTES
The minutes of the meetings held on 23 February and 9 March 2010 were approved by the Council and signed by the Chairman.
174. MATTERS ARISING
Town & Parishes Working Together Meeting, 25 March: Cllr James and the Clerk attending.
Shepherds Road/Pundle Green drainage: Cllr Moriarty commented that Highways had not advised the Council that no funding was available for this scheme in 2010/11.
175. DISTRICT COUNCIL MATTERS
Councillor Forse thanked the Council for their get well card. He also confirmed that the NFDC Environment Committee and Cabinet had reaffirmed the commitment to retain the refuse sack collection system and weekly collections, despite the Audit Commission’s threat of a down-graded inspection report.
Councillor Tipp reported that NFDC were looking at ways of being more proactive in terms of the ant-litter provisions in the Clean Neighbourhoods and Environment Act. He also referred to residents’ complaints about the new exterior lighting at The Haywain. The NFNPA’s initial view was that the lighting was exempt from planning control but members agreed that the matter should be pursued further.
176. CORRESPONDENCE
Local policing: Members received February crime figures for the local beat. It was noted that other initiatives such as Farmwatch and Horsewatch were not covered in the beat report.
Provision of grit bins: A further letter from Councillor Ken Thornber reaffirmed the intention of HCC to provide additional grit bins for community use in adverse weather and asked parishes to identify suitable locations. It was noted that a request had already been submitted for a bin at the Winsor Road/Pollards Moor Road junction.
Footpath 3: A letter from a local resident asked if a stile could be installed at the Pound Road end of this footpath. Agreed, request to be passed to Rights of Way.

177. MATTERS ARISING FROM THE ANNUAL PARISH MEETING
The Clerk tabled a list of matters raised at the Annual Parish Meeting on 10 March 2010. These included:
- the provision of acoustic barriers to deal with M27 road noise at Cadnam (Councillors Heron and Mans pursuing)
- the need for enforcement of the Winsor Road 30 mph speed limit (Councillors Heron and Mans pursuing)
- litter on A3090, Ower to Romsey Road (Councillor Tipp pursuing)
- incongruous external lighting at The Haywain public house (Clerk to pursue)
- lack of progress with enforcement re land adjoining Copperfield, Pollards Moor Road (Clerk to contact Councillor Heron to arrange meeting of interested parties)
178. BARTLEY CROSSROADS
An e-mail from HCC referred to the recent safety engineering scheme at the Haywain crossroads. With regard to the ‘vehicle activated sign’, this appeared to be working correctly, with the sign set to trigger at speeds in excess of 44 mph. On the lining changes, the intention was to monitor the effects for a period of six months.
In respect of the speed sign, the Clerk was asked to seek confirmation that the trigger speed was still 44 mph and, if so, whether this could be lowered. Members also requested any available data from the device.
179. MATTERS PENDING
Members reviewed the outstanding items list and agreed the following:
470 (Parish Plan): Item to be included in agenda for early meeting to discuss whether to proceed with a Parish Plan.
506 (Management Plan for Splitwind Pond): Clerk is progressing pond ownership claim which needs to be pursued in two stages – (a) registration on the basis of adverse possession and (b) application for absolute title. The item in the list concerning a 1-year maintenance quotation can be deleted (dealt with under minute 159).
509 (Car park sign, Empress of Blandings): Sign now removed to car park. Delete item
512 (affordable housing) deleted
180. FINANCE MATTERS
Financial Risk Policy: Members reviewed the current policy and agreed to retain the present provisions (appendix 1 in the minute book). These included an internal audit by the Chairman or another Councillor four times a year. It was also agreed to consider changing the formal Internal Auditor appointment from 2010/11.

181. MEMBERS’ REPORTS
Councillor Stenson: Coloured stickers attached to road bridge at Newbridge. Clerk to enquire about their purpose.
The Parish Hall Committee had also enquired about filling the vacancy for a Parish Council representative on the Parish Hall Committee.
Councillor Moriarty: Enquiry made at the National Park Consultative Panel meeting about the scrap metal operations at Golden Meadows. Enforcement action in hand.
Postage rates increasing from 1 April – bulk advance purchase of stamps advisable.
Councillor Milsom: Surface water affecting Pollards Moor Road, particularly from Vicarage Lane to Romsey Road. Clerk to raise with Surveyor.
Councillor Samways: Report on the recent NFALC meeting.
Reference to long standing enforcement notice (1998) regarding Golden Meadows. Clerk to ask Bob Morris to pursue this with the NFNPA. In addition, Mr Morris to be asked to pursue matter of new external lighting at The Haywain.
