190. MINUTES
The minutes of the meetings held on 23 March and 13 April 2010 were approved by the Council and signed by the Chairman.
191. MATTERS ARISING
Shepherds Road/Pundle Green drainage: Clerk to enquire if funding will be available in 2011/12.
Bartley crossroads: Highways would be arranging for speed counters to be installed to gather consistent speed data from the vehicle activated sign. A lower threshold for activation (currently 44 mph) could be considered depending on the data results.
A-board opposite The Compass: Sign still present. Clerk to pursue
Grass cutting: The Surveyor required more detailed information on complaints about inconsistent cutting. Cllr Mansell identified the relevant section in Romsey Road.
Footway obstruction, Southampton Road: The Surveyor was aware of the situation at Cadnam Garage. It was proposed to install a white line across the site at the rear of the footway and install bollards to protect the grass area by Barney Hayes Lane. Path resurfacing was also required.
192. DISTRICT COUNCIL MATTERS
Councillor Tipp advised that Councillor Pat Wyeth, the current Vice-Chairman, was likely to be Chairman of NFDC for the year 2010/11.
193. CORRESPONDENCE
Members noted the following:
- March crime figures for the Copythorne area
- other correspondence as shown in the list accompanying the agenda
194. SPLITWIND POND – LAND OWNERSHIP
The Clerk referred to the need for the Council to pass a formal resolution claiming ownership of the pond for the purposes of the application to the Land Registry seeking adverse possession. The Council had registered “a caution against first registration” in 1995.
Agreed, that the Council declares itself to be the owner of Splitwind Pond by virtue of adverse possession in accordance with the Limitation Act 1980.
195. MATTERS PENDING
Members reviewed the outstanding items list and agreed the following:
471 (Potholes near Newbridge cattle grid): Road edges now repaired (delete item)
511 (Footpath maintenance): Cllr James referred to matters requiring attention on footpath 9. Clerk to refer to Rights of Way.
518 (Matters from APM, 10/3/10:
- Winsor Road speed enforcement – Highways confirm that the lighting scheme meets the criteria for a 30 mph limit which therefore precludes the use of repeaters or roundels. Members confirmed that they were not in favour of traffic calming. Instead, Police to be asked to carry out speed enforcement
- Litter on A3090 – litter clearance carried out (delete item)
470 (Parish Plan) deleted
196. FINANCE MATTERS
Budget management: Members received the end-of-year receipts and payments accounts for 2009/10. There were no unused budgets to carry forward; however, the following alterations to the 2010/11 budget were agreed:
Expenditure: Clerk’s salary Reduce from £6065 to £6005 (nil national
salary settlement likely in 2010/11)
Splitwind Pond maintenance Transfer budget of £200 from Parish Plan
Parish Plan Remove item and transfer as above
Current balances: Deposit A/c £3426.28 Current A/c £746.75
Payments: Expenditure was authorised as shown in appendix 1 in the minute book (cheques 745 and 746).
197. MEMBERS’ REPORTS
Councillor Moriarty: Report on Greener Living Show on 25 April 2010 at Brockenhurst College. The purpose of the show was to promote and demonstrate greener alternatives to everyday lifestyle choices.
Councillor James: Hedge overhanging footway in Winsor Road. To be reported to Surveyor.
Councillor Lady Kara Hawks: Tyres dumped in layby on A36 (between Ower and Whinwhistle Road)
