Paultons Park, Ower: Further to his attendance at the parish council meeting on 23 March, Mr Mancey of Paultons Park had supplied written details of his discussions with the National Park Authority concerning the proposed pre-school age attraction. The NFNPA had advised that the proposed development would constitute permitted development.
Agreed, that the NFNPA be asked to confirm the contents of the letter and, if possible, identify the officers giving the advice.
Enforcement: An e-mail from the NFNPA confirmed the following:
- various breaches of planning control at Golden Meadows, Romsey Road were now being pursued
- the new lighting at The Haywain was not considered to be development but was viewed as an advertisement and therefore subject to the Advertising Regulations.
The owner would be required to seek permission to retain the lighting but had been advised that such an application was unlikely to be supported.
New Forest National Park Authority – new Chief Executive: The Clerk had circulated details of the new NFNPA Chief Executive, Alison Barnes, who would take up her appointment on 1 June 2010.
186. COMMUNITY PLANNING
Members discussed the principle of whether to proceed with a Parish Plan and/or a Village Design Statement. A paper from Community Action Hampshire summarised the main features of each.
The general view was that the diversity of the parish and its lack of compactness did not lend itself easily to preparation of such documents. In addition, there was no perception of demand from the local community and external grant-aid for community planning had also reduced significantly. It was therefore agreed not to pursue the topic any further.
187. COPYTHORNE PARISH HALL 40TH BIRTHDAY CELEBRATIONS
A letter from Barbara Smith referred to a ‘Picnic in the Park’ on Saturday 10 July to celebrate the Parish Hall’s 40th birthday. Local organisations were invited to have a stall at the event.
Agreed, that the Council should participate in the event and that Councillor James co-ordinate proposals for the stall contents and report back to the Council.
188. FINANCE MATTERS
Audit of accounts, 2009/10: Members noted the deadline of 12 July 2010 for submission of approved accounts for external audit.

Payments: Expenditure was authorised as shown in appendix 1 in the minute book (cheques 742 to 744).
189. MEMBERS’ REPORTS
Councillor Samways: Had attended the Netley Marsh APM, in addition to Councillor Moriarty. At the meeting, Councillor Puttock had reaffirmed his intention to press for a 30mph speed limit on Southampton Road.
Enquiry as to progress with arrangements for residents’ meeting to pursue enforcement action at Copperfield, Pollards Moor Road. The Clerk advised that the meeting was likely to be held on 28 April at the Parish Hall.
Councillor Milsom: Rubbish dumped on road edge fronting Copythorne Common, Romsey Road. Already reported to NFDC.
Councillor Moriarty: Unable to attend the New Forest Transport meeting in June.
At the Netley Marsh APM there had been further discussion about speed indicator devices. The company who had supplied the device to Ashurst and Colbury had gone out of business. However, there were several suggestions of a combined purchase to allow a device to be shared between local parishes.
Councillor Mansell: Complaints from local residents about inconsistent grass cutting, particularly in Romsey Road and Winsor Road. Clerk to contact Highways.
Complaints also from local residents about parked cars on footway near Cadnam Garage. Clerk to report to Highways.
Councillor Lady Kara Hawks: Road name signs in Romsey Road (near Cadnam roundabout) and Old Romsey Road now replaced.
