29. DECLARATION OF INTERESTS

 

Councillor J Samways declared an interest in planning applications 10/95305 (The Beaters, Barrow Hill Road) and 10/95335 (Staveley House, Barrow Hill Road).

Members of the public spoke on the following planning applications:

31. PLANNING MATTERS

 

(a) Current applications: Members agreed to comment as shown on the following applications:

 

10/95305 The Beaters, Barrow Hill Road (Two storey side extension).
Deferred to Council meeting on 27 July 2010

 

10/95306 Home View, Pollards Moor Road (Replacement porch; gates and wall to replace existing gates). Support (3)

 

10/95335 Staveley House, Barrow Hill Road (Retention of summerhouse/store). Support (3) (Councillor Samways declared an interest in this application took no part in the discussion and did not vote thereon)

 

10/95341 Ravenscroft, Winsor Lane, Winsor (Single storey rear extensions; roof alteration). Support (3)

 

10/95382 Mortimers Industrial Estate, Romsey Road, Ower (Erect two industrial buildings; (demolition of buildings 3 & 4 and construct one replacement building (2A); demolition and replacement of building 1).
Deferred to Council meeting on 27 July 2010

 

10/95549 The Old Brickyard, Salisbury Road, East Wellow (Retention of increased height of approved scaffold unit; installation of security lighting). Object (4)

 

(b) Application 10/95174 (Squirrel Gate, Beechwood Road, Bartley – detached garage): Members reviewed their decision on this application (Object (4)).

 

At the request of the applicant, the Chairman and Councillor Samways had visited the site since the last meeting. As a result, the Council agreed to withdraw its objection in this case.


(c) Application 10/95324 (Woody Bank, Whitemoor Lane – use as day school with provision of accommodation): Members discussed this application for a site in Netley Marsh parish. Agreed Object (4).

 

(d) Decisions etc: Members noted recent decisions as shown in the list tabled at the meeting (Appendix 1 in the minute book).

 

(e) Enforcement, Winsor Lane, Winsor: The NFNPA had now confirmed that the development at MF, Winsor Lane, was in accordance with approved plans in terms of height and size.

 

32. NEW FOREST ASSOCIATION OF LOCAL COUNCILS

 

Members received details of the following meetings regarding NFALC:

 

  • A meeting on Thursday 29 July at 7.30 pm (Appletree Court, Lyndhurst) to receive proposals from Ringwood and Hythe for a new association
  • The AGM of the Association on Thursday 30 September at 7.30 pm (Appletree Court).

    It was agreed that, if possible, the Council should be represented at the meeting (Chairman and Councillor Samways?).

 

33. FINANCE MATTERS

 

Payments:

Grants:

 

The Clerk requested confirmation that the grants to outside organisations discussed at the previous meeting should now be paid. Agreed, that the grants shown in minute 26/6/10 be paid. In the case of First Responder, it was agreed that the organisation be asked if they can provide first aid training for local residents.

 

Copythorne Amateur Theatrical Society:

An e-mail from the Chairman of CATS enquired about the possibility of financial aid. Agreed, that the application be deferred to the Council meeting on 27 July.

 

34. LOCAL TRANSPORT PLAN STRATEGY

 

Members noted the launch of a 12-week consultation on a proposed Local Transport Plan 3 (LTP3) Strategy for the County. Copies of the documents had been supplied to the Chairman and Councillor Moriarty.

 

35. MEMBERS’ REPORTS

 

Councillor Moriarty: Matters raised at a recent New Forest Consultative Panel meeting included concern at the ongoing situation at Copperfield, Pollards Moor Road and the number of outstanding enforcement notices in the National Park.

 

On the latter item, the new Chief Executive had met with Steve Avery to discuss proposed action.


Councillor Stenson: Bollards erected in the highway verge outside Crossways, Newbridge. Clerk to ascertain purpose.


Trees overhanging highway near Southbrook Farm, Newbridge. Clerk to pursue


Councillor Milsom: Queried status of sign in Winsor Road regarding new 30 mph speed limit. The sign was intended to be temporary but its retention provided a useful reminder of the speed limit.


Hedge also blocking the footway near the pumping station in Pollards Moor Road.

 

Councillor Samways: A-board opposite The Compass still not removed. An additional sign was now being displayed.


Councillor Lady Kara Hawks: A-board displayed at the Sir John Barleycorn public house.
