158. DECLARATION OF INTERESTS

Members declared interests as follows:

159. MINUTES

The minutes of the meetings held on 22 February and 8 March 2011 were approved by the Council and signed by the Chairman.

 

160. DISTRICT COUNCIL MATTERS

Councillor Tipp reported on the following:


The project being undertaken by Heatseekers, using thermal imaging cameras to assess the need for insulation or other measures to avoid heat loss. Of 39,000 properties surveyed in the New Forest, some 25,000 required work.

 

To date, work had been carried out to 498 properties (either cavity or roof insulation) which was estimated to produce energy savings of £64,000.


The consultation on the Sites and Development Management Plan for the New Forest District outside the National Park. This included possible development on the site of the Totton Precinct car park.


Proposals for a Community Infrastructure Levy which would replace the present arrangements for developer contributions under section 106 agreements. This should give greater freedom on how contributions were spent.


A prospective rise in planning application fees from 1 October 2011 when local authorities would be obliged to recover the total cost of the planning application function.

 

At present, NFDC was estimated to recover only half of its annual £1m outlay.

 

The increases would also apply to the National Park Authority.

 

161. WINSOR ROAD RED TELEPHONE BOX

 

Members discussed the possible adoption of the BT red telephone box in Winsor Road, as raised by Mr Stuart Jarvis of Winsor Road at the Planning meeting on 8 March and the Annual Parish Meeting on 9 March.


Mr Jarvis, who was accompanied at the meeting by other local residents, confirmed his interest in taking ownership of the kiosk and maintaining it as a 'village amenity'. The kiosk would need to be adopted initially by the Parish Council as BT were unwilling to sell telephone boxes to individuals.

 

The Council could then transfer ownership to Mr Jarvis or a designated group of residents.

 

There were no restrictions on onward sales except selling, leasing or renting to another telecommunications provider.

 

BT were providing a new door and fresh paint for the Winsor Road box which Mr Jarvis would use to refurbish the kiosk.

 

BT would remove the telephone equipment after adoption.

 

Mr Jarvis was willing to deposit £500 with the Parish Council to cover the cost of removal of the kiosk should this be necessary in the future. He would also investigate the matter of third party insurance.


While the proposal related at this stage only to the Winsor Road kiosk, Mr Jarvis would approach Ms Howard of Newbridge to discuss the possibility of similar arrangements for the redundant Newbridge kiosk.


A note from the Clerk gave details of the telephone boxes adopted by Minstead and Lyndhurst Parish Councils. In the latter case the Parish Council had obtained a grant from the National Park Authority for adaptation of the box at Emery Down.

 

Members also noted the advice of Steve Avery that he would not expect a private owner to seek planning permission for any alternative use of an adopted telephone kiosk.


AGREED:
(1) That the Council adopt the BT telephone kiosk in Winsor Road;


(2) That ownership of the kiosk be conveyed to Mr Stuart Jarvis, or an approved group of local residents, on terms to be agreed.

 

162. CORRESPONDENCE

 

Parish Council elections, 5 May 2011: NFDC had enquired whether the Parish Council wished to have separate poll cards in the event of an election in either of the Copythorne Parish Wards.

 

Poll cards for the combined District/Parish elections and referendum on the Parliamentary alternative voting system would carry no reference to parish elections on the front of the card.

 

The cost of separate cards for elections in both Wards would be nearly £800.

 

Agreed, that no request be made for separate poll cards.

- a letter from Hyde Parish Council on concerns regarding cycling activities on parish roads


- minutes of the NFALC meeting held on 24 February 2011.

 

163. NORTH EAST QUADRANT MEETING, 29 MARCH 2011

 

Councillor James reported on discussions with Bob Morris and Steve Avery on agenda topics for this meeting.

 

The principal items would be the New Forest Land Advice Service, an update on the Design Guide and a presentation on the new Ranger team.

 

The other items raised by Copythorne could also be included, but principally to gauge the interest for further debate at a subsequent meeting.


Councillor Moriarty suggested that Flooding should be a formal agenda item for the 29 March meeting and offered to make a short presentation.

 

The Clerk agreed to request the addition of this item if the agenda had not already been finalised.

 

164. MATTERS PENDING

 

Members reviewed the outstanding items list and agreed the following:


497 (Road drainage, Chinham Road/New Inn Road): The Surveyor had advised that further jetting work had been carried out and the position would be reviewed again after heavy rainfall.


521 (Review of Parish Flood Plan): All telephone contact numbers had now been checked and revised.

 

Agreed, that the Appendix (the contact form for registering for flood alerts) be removed and replaced with contact telephone number/e-mail details.


523 (Items from highway tour, 11 March 2011): The Surveyor had confirmed the Council's summary of the tour findings.

 

The footway outside Soffes would be undertaken in the next financial year but the Surveyor also proposed discussions with Soffes about the installation of dragons teeth to overcome the parking problem.

 

However, members disliked the dragons teeth proposal and suggested that further discussions be held with Soffes on alternative solutions.


Item 504 (Sewer blockages, Old Romsey Road, Cadnam) deleted.

 

165. FINANCE MATTERS

 

Current balances: Deposit A/c £5782.69 Current A/c £1169.99

 

Payments: Agreed that expenditure be authorised as shown in Appendix 1 in the minute book (cheques 792 to 793).

 

Appointment of External Auditor: A letter from the Audit Commission proposed the appointment of Jackie Bellard as the Council's external auditor, in place of Wayne Rickard. Agreed, no objection.

 

Finance Committee meeting to discuss new Standing Orders and Financial Regulations: Agreed, that the meeting be held on Tuesday 12 April 2011, following the Planning meeting.

 

TalkTalk account: The Clerk referred to a current dispute with TalkTalk about an alleged unpaid bill for telephone and internet charges. The Council's January bank statement showed a payment of £56.97 by direct debit on 29 January but TalkTalk were unable to trace the payment. The matter was still under investigation.

 

166. MEMBERS' REPORTS

 

Councillor Moriarty: Items discussed at the last New Forest National Park Consultative Panel meeting included: North Solent Shoreline Management Plan (copy obtained for all members); re-introduction of the Higher Level Stewardship Scheme.


Councillor Mansell: The parking situation outside CC Cars in Romsey Road had now improved.


Councillor James: Fly-tipping on Copythorne Common (north side). Clerk to report


Councillor Samways: Stile on footpath 16 broken. Clerk to report


Outstanding enforcement issues, Ivy Cottage (Portmore House), Barrow Hill Road. Clerk to obtain update.

 

167. MATTERS ARISING FROM THE ANNUAL PARISH MEETING

 

Members noted a list of matters raised at the Annual Parish Meeting on 9 March 2011. These included:


- Winsor Road speed limit signs – resident concerned about incorrect positioning (Councillor Heron investigating)


- Parish Council elections, 5 May 2011 – need for website article inviting candidates for elections (now posted)


- Red telephone box, Winsor Road – adoption by Parish Council (now in progress)

Standing Order 4(ii) was invoked to allow the meeting to deal with additional business.

Ivy Cottage (Portmore House), Barrow Hill Road: A letter from Dainton Housing & Support Ltd referred to a proposed planning application for the provision of day support for adults with learning disabilities and who also live in supported living within the New Forest District.

 

The letter offered further contact to explain the proposals in more detail. Agreed, that the applicants be invited to attend the Planning meeting when the application is discussed.
