49. APPOINTMENT OF CHAIRMAN
Agreed that, following the resignation as Chairman of Councillor G James, Councillor Stuart Bullen-Jarvis be appointed Chairman of the Council for the remainder of 2011/12.

Councillor Goodwin declared a non-prejudicial interest in item 12 (New Community Website)
51. MINUTES
The minutes of the meetings held on 28 June and 12 July 2011 were approved by the Council and signed by the Chairman.
52. MATTERS ARISING
Copperfield, Pollards Moor Road: Councillor Heron reported that the land survey results had been received and should be available to the public in the next few weeks.
Adoption of red telephone boxes: BT had now returned the signed contract for adoption of three telephone kiosks. The payphone equipment would now be removed to complete the adoption process.
Planning application 11/96579 (Kents Farmhouse): Councillor Andrews had made representations on this application to the NPA who were likely to conduct a review of procedures.
Motorbikes at Cadnam: The Clerk reported a letter from Mrs Gerrett of Twin Oaks in response to the letter from Sergeant Julian Williams of Totton Police. Mrs Gerrett did not intend to pursue the matter further (Mrs Gerrett’s letter to be copied to all members).
New speed limits for Copythorne: Members had received the report on speed limit proposals for the Copythorne area, to be considered by Councillor Mel Kendal on 27 July.
North East Quadrant meetings: Noted that the intention was to include Copythorne’s flooding item in the next North East Quadrant agenda.
53. COUNTY COUNCIL MATTERS
Councillor Heron reported on proposed changes to bus subsidies and the resulting changes to bus services. Councillor Moriarty queried the reduction in subsidies in the context of HCC’s increased reserves. He also mentioned problems experienced by some residents in obtaining planning advice from NFDC. Councillor Heron said that planning enquiries had to be screened to ensure the best use of resources, particularly as some enquiries proved only to be of a tentative nature.
Councillor Mans responded to the query about HCC reserves. He stressed the new need for substantial reserves, particularly to avoid punitive borrowing rates for short term loans and because HCC self-insured its assets.
Good progress was being made in dealing with clients affected by the Southern Cross collapse and it was hoped that only a small number of clients would need to move.
Councillor Moriarty asked for an update on the various highway and flooding issues referred to Councillor Mans for his recent highway review meeting.
Councillor Goodwin referred to action taken on certain items (see minute on Members’ Reports) and it was agreed that the Clerk would send to Councillor Mans a list of topics still outstanding.
Councillor Mans also mentioned his concerns about outstanding enforcement cases within the NPA. He noted Copythorne’s proposed meeting with Paul Hocking on 9 August.
54. DISTRICT COUNCIL MATTERS
Councillor Andrews referred to objections by Verderers to highway grit bins being placed on Crown lands. In these cases, HCC would remove the bins during the summer but return them to the site in the winter. Councillor Mans intended to take this matter up with the Verderers in the context of road safety.
Councillor Tipp had no matters to raise.
55. CORRESPONDENCE
Local policing: Members received the June beat report for Copythorne. PC Dee Faulkner introduced the accompanying PCSO and ACSOs and gave an update on recent crime statistics. She also reported that there were a good number of volunteers for the Speedwatch scheme and that training was due to start in the next two weeks.
Councillor Moriarty enquired whether recent non-injury accidents at the Haywain junction had been recorded. PC Faulkner agreed to make enquiries.
Other correspondence: Members noted the following:
- the results of the recent parish quadrant elections to the NPA
- an invitation to a presentation on the future of local policing on Wednesday 10 August at Appletree Court, Lyndhurst at 6 pm (Councillor Lady Kara Hawks to attend)
- an e-mail advising that Netley Marsh Parish Council was unable to support any change to the road layout at the Bourne Road/Chinham Road junction
56. THE QUEEN’S 2012 DIAMOND JUBILEE
Councillor Goodwin reported that Reverend John Reeve had offered to conduct a service at the parish event, combining all local churches.
Agreed, that a Working Party be established to organise the event, comprising Councillors Lady Kara Hawks (Chairman), S Bullen-Jarvis and J Reilly.
57. NEW COMMUNITY WEBSITE
Councillor Goodwin tabled a paper and gave a presentation on progress with the new community website. Discussions had been held with two website design companies, and with representatives of local organisations who would provide key information needed for proposed events listings.
In view of his involvement with this new project, Councillor Goodwin was resigning from the Council’s Website/Media Group.
58. DELEGATES’ REPORTS
Councillor Lady Kara Hawks reported on the meeting of the North East Quadrant held at Landford on 21 July. Topics included the NPA Business Plan 2011 – 2015, the Defra ‘Call for Views’ consultation on Forestry and Woodlands, the NPA consultation on guidelines for horse-related development and an overview of the Natural Environment White Paper. Concern was also expressed about the quantity of ragwort growing on private land and on highway verges in view of its dangers to animals and humans.
59. FINANCE MATTERS
Update on TalkTalk dispute: The Clerk reported that the Council’s telephone and broadband service had now been suspended. The dispute related to an alleged outstanding sum of £56.97 which had been collected by direct debit in January 2011 but which the company were unable to trace.
Agreed, that a further payment of £56.97 be made in order to restore the service, but that efforts be made to recover the dual payment. It was suggested that the matter be taken up with Dr Julian Lewis MP.
In addition, members would consider moving the service to an alternative supplier in due course.

520 (Role of parishes in planning): The Clerk had pursued this item again with Steve Avery at the recent North East Quadrant meeting.

Items 527 (Parish website review), 528 (Planning enforcement review) and 529 (Queen’s Diamond Jubilee event) deleted.
61. MEMBERS’ REPORTS
Councillor Goodwin: Report tabled on road/drainage works carried out in Bartley, support for a “No Cold Calling Zone” and “Neighbourhood Watch” to be established in Chinham Road & Beechwood Road, and the planning rules for camping.
Councillors Bullen-Jarvis and James: Overgrown hedges and trees in Newbridge Road and Pollards Moor Road. Clerk to pursue with Surveyor.

New applications: Members agreed the following responses to current applications:
