73. DECLARATION OF INTERESTS

 

Councillor Goodwin declared a non-prejudicial interest in item 12 (New Community Website) and tree application CONS/11/0301 (Marieholme, Chinham Road, Bartley).

 

74. MINUTES

 

The minutes of the meetings held on 26 July, 9 August and 13 September 2011 were approved by the Council and signed by the Chairman.

 

75. MATTERS ARISING

 

Flooding: Revised flood plan for Copythorne not yet received from Environment Agency. Clerk to make further request.

 

76. DISTRICT COUNCIL MATTERS

 

Councillor Andrews referred to discussions with the NPA regarding the Kents Farm planning application. The NPA still considered the proposed development to be too large.

 

Councillor Puttock referred to the recent meeting at Lymington regarding the land survey results for the Copperfield site. A general discussion followed during which members expressed concern at the ongoing implications for neighbouring residents. A report would be presented to the NPA’s Planning Committee on 18 October for a decision on further action.

 

77. LAUNCH OF THE COPYTHORNE NEWS WEBSITE

 

Councillor Goodwin gave a presentation on the new Copythorne News website.
Paultons Park had agreed to sponsor the site during 2012 and had offered free tickets as competition prizes for their Christmas 2011 entertainment. The site included a facility to report highway problems to HCC and it was agreed that the Council should use the link to log its own highway issues.


Councillor Goodwin was congratulated on the launch of the site.

 

78. CORRESPONDENCE

 

Draft national planning policy framework: Members noted a call for action from the CPRE Hampshire against the Government’s new planning policy framework proposals. Agreed, that further discussion take place following a presentation on the reforms at the forthcoming NE Quadrant meeting. The Clerk would also circulate a ‘myth buster’ paper from the Secretary of State for Communities and Local Government.

 

Cadnam Post Office: A letter from the Post Office sought views on the proposed re-location of Cadnam Post Office to the Courtesy Filling Station, Southampton Road. A wide range of Post Office services would be available, including automated banking facilities, with the project being trialled over the next twelve months. The Post Office would have extensive opening hours.


Agreed, that the Post Office project be supported but that the Council strongly oppose the extended opening hours on the basis of unfair competition to Bartley Post Office. The Council’s suggested hours are 0900 – 17.30 Monday to Saturday, and no opening on Sunday.


Bartley crossroads: A letter from Bartley residents requested Parish Council support for safety improvements at the Haywain junction. Agreed, that the item be discussed at the Council meeting on 25 October, in the presence of District and County Councillors.

- a Ministerial Statement on governance arrangements in National Parks (including a proposal for the New Forest National Park to have a proportion of elected members on a trial basis


- an enquiry from Winsor residents about the availability of allotments (the residents had been referred to Lyndhurst parish)


- a letter from Viridor declining, with regret, the nomination of Councillor Reilly for the Viridor Credits Hampshire Steering Group because of the high response


- other correspondence as shown in the list accompanying the agenda

 

79. THE QUEEN’S 2012 DIAMOND JUBILEE

 

Lady Kara Hawks reported on initial proposals for the Jubilee celebration on 4 June 2012. The arrangements for a combined service had been discussed with the Rev John Reeve and it was proposed to involve local organisations in the various activities.

 

A local celebrity could be asked to open the event. Suggestions were made for entertainment and catering and the Chairman declared his intention to have additional input into organisation of the event.


The Chairman also agreed to speak with Owen Mills regarding a possible misunderstanding about the Parish Hall Committee’s role, bearing in mind that the event booking had been made by the Parish Council.

 

80. HIGHWAY MATTERS

 

Members received SID data for the A336 Southampton Road for 23 and 26 August and an update from the Area Surveyor on outstanding highway works.


Reference was also made to various outstanding drainage works and the Clerk agreed to prepare a list of items yet to be completed. Details would also be passed to Councillor Goodwin for logging onto the HCC highway site.

 

81. STANDING ORDERS

 

Standing Order 4(ii) was invoked to allow the meeting to deal with additional business.

 

82. DELEGATES’ REPORTS

 

The Clerk reported on the New Forest Association meeting held on 22 September in Hythe. The agenda had included a HALC presentation on community engagement, a presentation from Chief Inspector Lucy Hutson on the Speedwatch scheme and proposed police station closures, and a presentation from Richard Bastow on HCC’s preparations for gritting/snow clearing during the coming winter. The latter included proposals to use local farmers to provide assistance.


Councillor James reported on a proposed planning application by the Parish Hall Committee for an extension car park.

Agreed, that representatives be appointed for meetings as follows:

84. FINANCE MATTERS

 

Grant request: Agreed, that the grant request from New Forest Disability Information Service be declined in the absence of a grant budget this year.

 

Payments: Agreed, that the following payments be approved:

Audit of accounts, 2010/11:

The Clerk tabled the Audit Commission’s certificate showing satisfactory completion of the 2010/11 audit.

 

85. MATTERS PENDING

 

Members reviewed the outstanding items list and agreed the following:


497 (Road drainage, Chinham Road/New Inn Road): All outstanding highway drainage matters to be reviewed at the next meeting.


511 (Footpaths 3, 7 and 16): Clerk to inspect paths to identify any outstanding items.


518 (Enforcement, Copperfield site): Residents preparing statement following meeting on land survey results. Clerk to enquire whether NPA is preparing a further update for the website.


520 (Role of parishes in planning): No action from NPA to date. Councillor Goodwin to publicise parish planning role on the Copythorne News website.


521 Review of Parish Flood Plan): Councillor James to check revised version.


522 (Winsor Road notice board): Clerk to supply Councillor Goodwin with board specification with a view to obtaining an alternative quotation.


524 (Adoption of red telephone boxes): Formal notification of adoption still awaited.
Footnote items 460, 482 and 514 (Flooding/Drainage): All items to be reviewed when revised Floor Map is received from Environment Agency.


Items 525 (Location of Winsor Road speed limit signs) and 526 (Speedwatch scheme) deleted.

 

86. MEMBERS’ REPORTS

 

Councillor Goodwin: Neighbourhood Watch No Cold Calling Zone to be set up in Chinham Road. Councillor Goodwin asked whether the Council could meet the cost of signage (£40). Agreed, item to be raised at 25 October meeting. In addition, Trading Standards Officer to be invited to future meeting.


Councillor James: Pollards Moor Road – residual signs and cones to be collected and hedgerows still causing highway obstruction. Clerk pursuing.


Councillor Moriarty: Splitwind Pond appears to require maintenance work. No maintenance quotation received from Alex Catt despite several requests. Councillor James suggests waiting a further short period for quote, failing which the Council should seek alternatives.

Appeal: Members noted that a Public Inquiry would take place at the NPA offices, Lymington on 20 October 2011 in respect of application 10/94909 (Application for certificate of lawful development for existing building as residential and associated works).
