112. PUBLIC PARTICIPATION
Members of the public referred to the absence of a suitable footway fronting Copythorne Garage, Romsey Road which was a danger to pedestrians. The residents intended to raise the matter with the highway authority and would copy the Parish Council into the correspondence. It was also agreed that the matter would be raised at the forthcoming highway tour.
113. PLANNING MATTERS
Current applications: Members agreed to comment as shown on the following applications:
10/95983 The Haven, Romsey Road (Double garage with store). Support (3) (The applicant spoke in favour of this application)
10/95722 Heatherlie, Newbridge Village, Cadnam (Conservatory). Object (4) (Councillor Stenson declared an interest in this application, took no part in the discussion and did not vote thereon)
10/95966 Southcote, Southampton Road, Cadnam (Summerhouse). Support (3)
10/95990 Deer Leap, Romsey Road, Cadnam
(Two storey rear extension; detached garage building).

New Forest National Park Adopted Core Strategy:
The Clerk had received a copy of the new Core Strategy for the New Forest National Park, adopted on 9 December 2010, and had requested an additional copy. Agreed, document to be circulated to all members.
Decisions etc:
Members noted recent planning decisions and enforcement matters as shown in the list tabled at the meeting (Appendix 1 in the minute book).
114. REVIEW OF THE GOVERNANCE ARRANGEMENTS OF NATIONAL PARKS
Members discussed the Defra consultation document on this topic. The principal views were:
· the Council would like to see greater parish representation, if necessary with a reduction of either Secretary of State or County Council representatives
· direct elections would not be favoured; they would be costly to run and would not necessarily result in better representation, e.g. appointments could be made purely on political grounds or be sought by unrepresentative lobby groups
· National Parks should aim to achieve greater accountability. Nevertheless, the New Forest National Park Authority was seen to practise community involvement very much in line with Big Society principles.
115. CALENDAR OF MEETINGS, 2011/12
Members agreed the draft timetable of meetings for 2011/12, as circulated with the agenda.
116. FINANCE MATTERS
Current balances:

Payments: Expenditure was authorised as shown in Appendix 2 in the minute book (cheques 784 to 786).
117. SNOW SHOVELS
Each parish council in Hampshire had been supplied with four snow shovels by Hampshire County Council and its highways maintenance contractor, Amey.
Agreed, that Copythorne's shovels be allocated to the following:
- Copythorne Parish Hall
- Bartley Post Office
- Cadnam Post Office
- Mr Stephens, Spring Cottage, Winsor Road
118. CORRESPONDENCE
Members noted the following:
- information from HCC on grit bins and snow shovels
- an NALC briefing on the Localism Bill
- a letter from NFDC concerning the New Forest District (outside the National Park) Sites and Development Plan public consultation document (Chairman and Clerk to attend a workshop/seminar on Thursday 27 January 2011 at Appletree Court, Lyndhurst)
- a note from Bob Morris containing some personal reflections on the New Forest National Park Authority during 2010
- an update on the new New Forest Association of Local Councils, including the review of the current quadrant arrangements by the National Park Focus Group
119. MEMBERS' REPORTS
Councillor Moriarty: During recent rain, further flooding had occurred at the New Inn Road/Chinham Road/Brockishill Road junction, with flood water running into Bartley Water. Flood water was also giving rise to risk of aquaplaning on the Ower to Romsey dual carriageway, just north of Ower roundabout.
Councillor Mansell: Reference to the excellent performance of NFDC's refuse collectors.
Councillor James: Alex Catt would be contacting the Clerk concerning payment for Splitwind Pond maintenance works
Overgrown hedge causing highway obstruction in Pollards Moor Road, west of the Parish Hall.
Parish website could usefully include a monthly calendar of events. Councillor James and Clerk to discuss further.
Report on attendance at the New Forest Consultative Panel on 6 January. Confirmation that the further Copperfield land survey was going ahead.
The Parish Hall Committee was looking at options for increasing car parking capacity.
