170. PLANNING MATTERS
Current applications: Members agreed to comment as shown on the following applications:
11/96232 Driftways, Pollards Moor Road (Side extension). Support (3), subject to compliance with the small dwelling policy
11/96249 Premier Inn, Romsey Road, Ower (Two storey extension to hotel to create 16 bedrooms (application for extension of time to planning permission 08/93045). Support (3)
CONS/11/0104 Langton Cottage, Winsor Road, Winsor (Various tree works). No comment, as plans are deemed inadequate
CONS/11/0114 Land adjacent to Oakapple Cottage, Beechwood Road, Bartley (Felling of oak tree). No objection, subject to professional advice confirming that tree is dying
Application 10/95812 (Winsor Croft, Winsor Road): The Clerk reported correspondence from the occupier of Winsor Cottage, Winsor Road expressing concerns about a recent planning consent for extensions at Winsor Croft.
The complaint principally related to procedural matters which were an issue for the National Park Authority. The Clerk had replied accordingly.
Members requested a further article in Stanleys Own on the Parish Council's planning consultative role. It should also include advice on the procedure for neighbour comments to the planning authority. In the event that an application was withdrawn, any comments became invalid and needed to be re-submitted for any fresh application.
Decisions etc: Members noted details of recent planning decisions and applications referred to Committee, as shown in the list tabled at the meeting (Appendix 1 in the minute book).
171. FINANCE MATTERS
Payments: Agreed, that expenditure be authorised as shown in Appendix 2 in the minute book (cheques 794 to 797).
TalkTalk account: The Clerk reported that the dispute with TalkTalk concerning an alleged outstanding bill was still unresolved. Members suggested contact with HALC for possible assistance and enquiries as to alternative broadband and telephone services.
172. FUNDING FOR FLOOD PROTECTION
The Clerk referred to an Environment Agency grant scheme for property-level flood protection in 2011/12.
The project had only come to the Clerk's notice that day and the closing date for applications was 15 April 2011.
In any event, following discussions with the Environment Agency and New Forest District Council, it was unclear whether Parish Councils were able to submit applications.
Details of the scheme had only been circulated to County and District Councils who were expected to co-ordinate applications for their area. In the case of NFDC, they were unable to participate in view of the relatively short notice given for grant claims.
Notwithstanding the above, it was agreed that the Environment Agency be advised of the previous flooding issues affecting the parish so that this information was on record.
