23. PLANNING MATTERS

 

Current applications: Members agreed to comment as shown on the following applications:

 

11/96445 Augustine, Romsey Road, Cadnam (Replacement outbuilding). Support (3)

 

11/96453 Forest Edge Rest Home, Southampton Road, Cadnam (Rear extension and
conservatory; refuse and cycle store; alterations to parking (demolition of garage
and sheds). Object (4)

 

11/96479 The Moorings, Barrow Hill Road (Two storey rear extension; replacement sun lounge; porch). Object (4)

 

11/96484 Greenways, Old Lyndhurst Road, Cadnam (Rear conservatory (demolition of existing). Support (3), subject to compliance with the 30% rule

 

CONS/110189 Copythorne Lodge, Romsey Road (Felling of four Scots pines). Object


Application 11/96416 (Betulas, The Brickyard, Winsor): The Council’s response to this application had been Object (4) (in excess of the 30% limit).

 

The NPA had advised that the extant consent 95583 (granted under the former Local Plan policies) was a material consideration; the roofspace as previously approved would not require any further permission to be converted into living accommodation and therefore the dormer windows now proposed would not facilitate the creation of any further floorspace.

 

Agreed, that the Council’s objection be withdrawn.

 

Enforcement: Further to minute 22, the NPA were offering planning induction sessions for new parish councillors which could incorporate enforcement procedures. However, members expressed a preference for a bespoke session for Copythorne to enable individual cases to be discussed in detail. Agreed, that the NPA be asked to arrange a separate enforcement session for Copythorne.

 

24. AUDIT OF 2010/11 ACCOUNTS

 

Members received a letter from John Murray following internal audit of the 2010/11 accounts. The accounts were in order and there were no new financial matters to raise.

 

25. NFDC STANDARDS COMMITTEE

 

Nominations were being invited for parish council representatives on the NFDC Standards Committee. The topic would be included in the agenda for the next meeting of the Association of Local Councils in the New Forest on 23 June.

 

Agreed, members to advise the Clerk if they are interested.

 

26. FINANCE MATTERS

 

Payments: Agreed, that the following expenditure be authorised:

TalkTalk: The dispute with TalkTalk concerning an alleged outstanding payment for telephone and internet services had still not been resolved. Agreed, that the Clerk present options for alternative services to the next Council meeting.

 

27. MEDIA GROUP

 

Agreed, that a meeting of the Media Group be held on Tuesday 21 June 2011 at 7.30 pm at Baltimore, Chinham Road, Bartley.
