18. PLANNING MATTERS
Current applications: Members agreed to comment as shown on the following applications:
11/96372 Woodington Feeds, Southampton Road, Cadnam (First floor extension to provide additional shop and display area). Support (3)
11/96385 Moorlands, Old Lyndhurst Road, Cadnam (Replacement outbuilding). Support (3)
11/96416 Betulas, The Brickyard, Winsor (Two storey side extension). Object (4) (exceeds the 30% limit, contrary to policy DP11).
19. RED TELEPHONE BOXES
Further discussion took place on the Council’s earlier decision not to retain ownership of red telephone boxes following adoption. Members agreed to suspend Standing Order 11 (Rescission of previous resolutions) for this purpose.
It was noted that BT were now likely to offer all red telephone kiosks in the New Forest for adoption. Existing telephone equipment was also likely to remain in the kiosks for up to 10 years. In this context, it was suggested that Copythorne could consider adopting all four red boxes in the parish and also retain ownership.
To assist in making a decision it was agreed to obtain the following information:
- details of future liabilities on maintenance costs (Councillor Bullen-Jarvis to contact BT)
- enquiries of other parishes as to any cost analysis and proposed use of adopted kiosks (Clerk to obtain information via HALC)
- enquiry of National Park Authority as to any available grant funding (Clerk)
(Councillor Bullen-Jarvis declared a non-prejudicial interest in this item)
20. SPEEDWATCH SCHEME
Bill Andrews, Chairman of Minstead Parish Council, was willing to take the lead on the joint Speedwatch scheme for Bramshaw, Copythorne and Minstead. The three parishes would jointly own the equipment and share its use, with storage arrangements being agreed later.
The preference was to use equipment from Traffic Technology Ltd, details of which had been circulated by WPC Dee Faulkner.
Both Councillors Mans and Heron were likely to offer grants totalling £2000, leaving the parishes to meet the balance of up to £200 each. Minstead was willing to use its capital projects fund to expedite the scheme. If necessary, WPC Faulkner also had access to loan equipment.
Agreed, that the proposals of Minstead PC be accepted.
21. LOCAL COUNCIL REVIEW
Agreed, that the annual subscription for this publication (one copy) be renewed at £15.50.
22. MEMBERS’ REPORTS
Councillor Bullen-Jarvis: Concern at the number of outstanding enforcement cases. The NPA should therefore be pressurised to carry out enforcement effectively.
Agreed:
- request a meeting with the NPA to discuss enforcement procedures (alternatively, this could be covered in any proposed planning induction session for new Councillors)
- review of Copythorne enforcement cases to be carried out quarterly
Councillor Goodwin: Discussion required on content/maintenance of website. Agreed, meeting of Media Group to be arranged.
Councillor Moriarty: The company carrying out the thermal imaging project (Energy Saving Partnership) was willing to provide details for any surveyed property. So far, 47,000 properties had been surveyed from an estimated total of 78,000.
