130. PLANNING MATTERS
Current applications: Members agreed to comment as shown on the following applications:
11/96053 Scammels Farm, Vicarage Lane (Two storey rear extension; single storey
utility/wc extension) (amended plan submitted). Support (3)
11/96622 Highbury, Salisbury Road, Ower (Two storey side and rear extension).
Application withdrawn
Decisions etc: Members noted recent planning decisions and enforcement matters as shown in the list tabled at the meeting (Appendix 1 in the minute book).
Enforcement: The Clerk tabled correspondence from the occupier of Langford Farm, Paradise Lane (Netley Marsh parish). The letter contradicted rumours that the manege at the property was being run commercially. It was agreed to note the letter and send a copy to Netley Marsh Parish Council for information.
New Forest District (outside the National Park) Sites and Development Management Plan: The Chairman and Clerk had attended a seminar/workshop on 27 January 2011 concerning a consultation document on this topic. In particular, the document contained alternative provisions for Policy DM21 (Residential Development in the Countryside).
The current policy specified a maximum limit of 30% for increases in habitable floorspace for replacement dwellings and dwelling extensions. Views were sought on an alternative provision which would allow more flexibility and not set a strict numerical size limit:
"Replacement dwellings and dwelling extensions should be designed to respect the character and scale of the existing dwelling, and not significantly alter the impact of built development on the site within its setting".
Members expressed a preference for retention of the current policy in order to maintain consistency with the National Park and to avoid any ambiguity in implementation.
131. HIGHWAY TOUR
The following list of items was agreed for the highway tour on Friday 11 February 2011:
· Junction of New Inn Road/Chinham Road – flooding
· Bartley Road (near Bartley Village Hall) – flooding (Netley Marsh parish)
· Junction of Chinham Road/Bourne Road – junction priority (Netley Marsh parish)
· Pollards Moor Road:
- subsidence of footway near Soffes timber merchants
- flooding between coalyard and Romsey Road
- condition of highway and footways following recent drainage works
· Romsey Road – provision of footway fronting Copythorne Garage
· Barrow Hill Road – provision of passing bay at eastern end
· Winsor Lane – eroded road edges near pumping station
· Dual carriageway between Cadnam roundabout and junction 1 of motorway – flooding
132. ANNUAL PARISH MEETING
Members agreed that the usual format would apply for the APM on Wednesday 9 March 2011. Light refreshments would be provided.
133. RURAL ASSISTANCE GRANTS
Members discussed possible projects in the context of the current year's Rural Assistance Grant allocation. £500 was likely to be available, shared between the three Copythorne District Councillors.
Particular projects discussed were fencing of Splitwind Pond, provision of a Council notice board at the Parish Hall and replacement of 'old style' parish notice boards.
In the case of the latter item, the Clerk tabled a quotation from Barry Purkiss.
Agreed, that a grant application be made for replacement of the Winsor Road notice board.
134. CORRESPONDENCE
Members noted the following:
- an invitation for the Chairman to attend the NFDC Annual Civic Service on 13 March (Chairman to attend)
- an invitation to the Chairman and guests to attend the opening of Peppa Pig World at Paultons Park on 25 or 26 March 2011 (Chairman to advise Clerk whether attending)
- an invitation to all members to attend the Netley Marsh Annual Meeting on Friday 25 March (Chairman to attend)
135. ANNUAL GENERAL MEETING – 17 MAY 2011
The Clerk reported that this meeting would now be held in the extension and not the main hall. The Badminton Club had cancelled its session for that evening and the History Society would use the main hall instead.
136. MEMBERS' REPORTS
Councillor Moriarty updated members on changes to the concessionary fares scheme. With effect from April 2011, the age of eligibility would be tied to the pensionable age for women. As a result, the age of eligibility for women would be the woman's pension age while for men it would be the pensionable age of a woman born on the same day.
