149. PUBLIC PARTICIPATION
Mr Stuart Jarvis asked for the Council's assistance in retaining the red telephone kiosk in Winsor Road that was earmarked for removal by BT. The proposal was for the Council to adopt the kiosk (for £1) and to transfer ownership to an individual or group of residents for ongoing maintenance.
BT would help the new owner put the kiosk in good order at adoption and, in the short term, the telephone apparatus and electricity supply would remain in operation.
In the absence of any Parish Council objection, Mr Jarvis intended to survey the local area to ascertain local opinion. While the proposal related principally to the Winsor Road kiosk, the interest in 'community ownership' could apply equally to the two other threatened kiosks, namely in Pound Lane and Newbridge.
The Council noted that there were various issues to consider, including insurance and longer-term maintenance liabilities. It was suggested that the item could usefully be raised at the Annual Parish Meeting the following evening to help gather local opinion. It might also be useful to make contact with the National Park Authority.

Minerals and Waste Consultation: Members noted the current consultation on Planning for Hampshire's Minerals and Waste, including a public exhibition at Crosfield Hall, Romsey on 9 March 2011 (4 – 8 pm).
151. REVIEW OF COPYTHORNE FLOOD PLAN
Members reviewed the Village Flood Plan prepared in 2004. In general, the primary text was still valid but the following alterations could usefully be made:
· review all contact telephone numbers
· add contact details for the National Park Authority
· include the Environment Agency flood protection leaflet as an appendix
· add, as an appendix, the flood warning request form issued by the Environment Agency
· post the revised document on the parish website
It was agreed that Councillor James and the Clerk would liaise on the agreed alterations.
152. NORTH EAST PARISH QUADRANT MEETING, 29 MARCH 2011
Members considered possible agenda topics for this meeting which Copythorne would be hosting at the Parish Hall (7 pm start). A number of possible items were suggested, including flooding, waste management and housing in dispersed settlements.
It was agreed that Councillor James would contact Bob Morris, the Quadrant Chairman, to discuss the matter further.
153. NFALC MEETING, 24 FEBRUARY 2011
The Clerk reported on this meeting held at Appletree Court, Lyndhurst. The principal items were:
- a presentation on the NFDC budget in the context of the Government grant reductions
- a presentation on the planning implications of the Localism Bill, including the Neighbourhood Planning provisions
- recommendations of the National Park Focus Group on the membership of quadrants and arrangements for quadrant elections in 2011 (the latter to be organised by the Hampshire Association of Local Councils).
154. POSTAL COSTS
The Clerk referred to the proposed 12-13% increase in postal rates from 1 April 2011 and suggested advance purchase of Ordinary 1st & 2nd class and Large 1st & 2nd class stamps. Agreed, that advance stamp purchases totalling £190 be authorised.
155. ENERGY-SAVING LIGHT BULBS
In response to an enquiry at the last Council meeting, Councillor Mans had forwarded information from Councillor Forse on the disposal of energy-saving light bulbs.
NFDC had advised that it was safe for the bulbs to be wrapped in paper and placed in the black refuse sacks for collection.
The bulbs would go into the incinerator but the filters stopped the heavy metals from being discharged into the atmosphere. The final treatment involved cleaning of the filters and disposal as hazardous waste.
156. CORRESPONDENCE
Members noted the following:
- cancellation of the Lyndhurst Traffic Management Steering Group meeting scheduled for 21 March 2011
- a leaflet on the 2011 Census
157. MEMBERS' REPORTS
Councillor Stenson: Elizabeth Howard of Newbridge had raised the following matters:
- retention of the red telephone kiosk at Newbridge (see minute 149 above)
- potholes in Newbridge Road (agreed refer to Highways)
Councillor Moriarty: Items raised at the last New Forest Consultative Panel meeting included:
- grant reduction of £2.5m for the National Park Authority
- the exclusion of under-18s from Forest Clean-Up events
(to be further investigated)
Panel meeting scheduled for 5 May 2011 postponed.
Footpath 7 still blocked by electric fence
Councillor James: An HCC survey had made recommendations for alterations/modifications to the Parish Hall aimed at reducing running costs.
Councillor Lady Kara Hawks: Rubbish had been dumped at the following locations: 'Layby' near the junction of Romsey Road & the A36 (kitchen units); Whitemoor Lane (tyres) (Netley Marsh parish).
Agreed, refer to NFDC.
