63. PLANNING MATTERS
Planning enforcement review: Paul Hocking, Interim Enforcement Manager NPA, attended the meeting for this item.
Mr Hocking gave a brief summary of the NPA’s procedures for planning enforcement, as set out in the Authority’s Policy and Practice note. The procedures were currently under review.
Enforcement processes had to comply with Government advice and could often involve lengthy negotiations with landowners. The resolution of cases could be protracted, particularly if landowners proved unhelpful and appeals ensued.
The Authority also had to consider whether it was expedient to pursue enforcement action and was unable to proceed if the development was likely to gain planning permission.
Parish Councils could help the process by reporting perceived planning breaches and supplying details of land ownership.
The Parish Council had asked for an update on the ten outstanding cases for Cadnam Lane, as shown on the current enforcement schedules.
Mr Hocking advised that the case list could now be reduced to five, as a result of some files being closed. A summary appears in appendix 1.
Specifically, case EN/06/0145 (Field off Cadnam Lane – stationing of caravan) had been closed as inexpedient and Mr Hocking agreed to provide more details.
Local residents spoke during the public participation period and commented on individual cases. One resident suggested that Enforcement officers meet with landowners/residents with a view to seeking a collaborative solution, particularly bearing in mind the attractive nature of the Cadnam Lane area.
The Clerk was asked to pass the residents’ details to Mr Hocking so that a meeting could be arranged, if possible at the Parish Hall.
Mr Hocking also explained the ranking system currently used for determining the priority for enforcement cases. In addition, he explained the time limits for dealing with breaches for different types of development and outlined the rules on camping and caravanning controls.
Mr Hocking was willing to return to Copythorne for a further update on enforcement after a suitable period.

64. LIAISON WITH NATIONAL PARK AUTHORITY
An e-mail from David Stone, Manager of Business Services, NPA, outlined arrangements for an NPA representative to attend individual parish council meetings at least twice a year to deal with local issues and liaise generally with the parish council. Members supported the proposal in principle.
65. FINANCE MATTERS

Update on TalkTalk dispute:
Following payment of the alleged outstanding sum on the account, the Council’s broadband and telephone service had now been restored. Members agreed that the sum of £56.97 should now be written off. The Clerk was also authorised to move the service to BT at the earliest opportunity.
66. FLOODING
An e-mail from HALC invited the Council’s response to a survey on local measures to combat flooding. Members queried the value of the survey but agreed that the Clerk would respond as appropriate.
67. HIGHWAY MATTERS
Members noted a meeting on Thursday 15 September at 6.30 pm at Ashburton Hall, Winchester on HCC’s highways service arrangements. Agreed, members to notify the Clerk if interested in attending.
The Clerk was also asked to pursue further the overhanging hedgerows in Whitemoor Lane and Newbridge and the sightline problems at the junction of Whitemoor Lane and Winsor Road.
A request to landowners to keep roadside hedges trimmed would also be included in the Council’s next article in Stanleys Own.
